The Office of Information Technology ( OIT) is Rutgers' enterprise IT office. OIT provides university wide services and support and collaborates with department and unit IT professionals on projects and initiatives for the Rutgers community. OIT's services and systems include the Rutgers network; email and calendaring systems; IDs/passwords and identity management; data centers; computer labs; help desk support; wireless connectivity; a software portal; information security, risk, and compliance services; research computing; and many others. Posting Summary
Rutgers, The State University of New Jersey, is seeking a Project Manager II for the Office of Information Technology.

Reporting to the Director, Information Technology, the Project Manager II plans, coordinates and tracks Telecommunications project initiatives and leads technical Networking solution implementations. In this role, the PM ensures cohesiveness between OIT and other University stakeholders in technical solution design and implementation, and overall project delivery for technical infrastructure across the NB/P, Newark and Camden campuses. The PM serves as
primary client liaison and provides the "bridge" between client needs and technical solutions that support those needs. The PM is additionally responsible for financial management of all assigned projects. The PM applies best practices in project management to deliver value-added Telecommunications solutions in a cost-effective manner.

Among the key duties of this position are the following:

  • Provides project management leadership for full project lifecycle from initiation through closure for projects of varying levels of scope and complexity involving the implementation of inside plant cabling, outside plant fiberoptic cabling, data electronics, wireless access points, telephony and video conferencing solutions.
  • Develops project management "artifacts" (e.g. project plans, schedules and timelines) to coordinate all project activities and track progress.
  • Develops project budget and proposal.
  • Manages, monitors and controls project activities according to plans/schedules/timelines.
  • Manages project financial activities.
  • Manages project issues and problems to resolution.
  • Reports project status and provide timely maintenance of project tracking documentation.
  • Keeps abreast of evolving project management techniques and their application. Involvement in all activities in projects of high complexity and scope.
  • Expects to provide project management leadership, work direction, and coordination between teams.
  • Expects to work fully autonomous.
  • Expects to analyze information, assess situations and make independent judgments and decisions in situations of high complexity and high impact.
  • Outcomes expected to be of superior quality. High degree of multi-tasking expected.
  • Expects to comply with established project management procedures and controls but authorized to deviate from established procedures where necessary and to propagate procedural deviations to staff.
  • Provides technical leadership and apply technical knowledge and skills to the implementation of integrated Telecommunications solutions for building renovations and new construction projects.
  • Facilitates and collaborates with technical subject matter experts and team members on technical requirements definition, design, specification and implementation.
  • Facilitates and contributes to the development and maintenance of appropriate technical documentation (e.g. specification and design documents and schematics, technical implementation plans and as-built documents).
  • Presents technical Telecommunications solutions to clients and management.
  • Coordinates technical project resources and provide oversight for technical implementation.
  • Keeps abreast of technical developments in areas related to telecommunications technologies and telecommunications solution implementation.
  • Expects to contribute to all activities for projects of high complexity and scope.
  • Expects to apply superior technical skills/knowledge in all the technical domains.
  • Expects to analyze information, coordinate with staff in situations of high complexity and high impact. High degree of multi-tasking expected.

  • Provides project leadership and act as a lead liaison and primary point contact for clients, stakeholders and other partners during the Telecommunications project lifecycle.
  • Partners with clients in functional requirements definition and departmental IT staff in technical requirements definition and solution design.
  • Presents and explains solutions, recommendations and proposals.
  • Listens to and address stakeholder concerns.
  • Collaborates with PMO team leader and other partners in communication/outreach and the establishment of project steering and governance processes.
  • Maintains a service-oriented mindset focused on the PMO as a service organization, to strengthen collaboration with partners.
  • Demonstrates professional behavior in all relationships.
  • Adheres to OIT mission, vision and values and RU code of conduct.
  • Collaborates with PMO team leader and/or work autonomously in operational planning including overall work-load forecasting and load-balancing, and other operational initiatives (e.g. quality planning, web-presence, project management information system, data repository, new methodologies, practices, procedures and controls).
  • Collaborates with PMO team leader and/or work autonomously in strategic planning including PMO evolution, development of new business opportunities, service offerings, partnerships, governance and communication/outreach.
  • Keeps an active eye-out for and recommend opportunities that could lead to enhanced productivity, cost containment and stakeholder satisfaction.
  • Understands and adheres to Rutgers' compliance standards as they appear in Rutgers' Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Performs other related duties as assigned.

Consistent with the current application of Rutgers Policy 60.3.22 or the applicable provisions of relevant collective negotiations agreements, this position may be eligible for a hybrid work arrangement. Flexible work arrangements are not permanent, are subject to change or discontinuation, and contingent on the employee receiving approval in the FlexWork@RU Application System.

Qualifications


Minimum Education and Experience

  • Bachelor's degree required, preferably in information technology, technical project management, or a related field of study. Equivalent education, experience and/or training may be substituted for the degree requirements.
  • Minimum of five (5) years' experience in IT project management and Telecommunications solution implementation.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Experiential knowledge and achievement in telecommunications technologies and their application.
  • Experiential knowledge and achievement in software systems.
  • Experiential knowledge and achievement in Telecommunications project management methods and procedures.

Preferred Qualifications
  • Project Management Professional (PMP) Certification; Telecommunications technical certification;System Development Life Cycle (SDLC) certification; experience working in higher education environment.
