Position Highlights

The Arizona State Museum (ASM) at the University of Arizona is in search of a Manager (Cultural Institutions Compliance Manager II) for the Archaeological Records Office (ARO). The ARO Manager position is within the Collections Division of the ASM, reporting to ASM's Head of Collections. The Manager supervises the operations of the ARO, including the administration & implementation of the Arizona Antiquities Act (AAA; A.R.S. * 41-841 et seq.), compliance with all policies & procedures outlined by state & federal laws & Arizona Board of Regents (ABOR) rules, & management of both paper & digital versions of archaeological project submission materials submitted to the ARO. The position includes supervision of four 1.0 FTE employees, plus additional university & high school student employees & volunteers.

The ARO reviews & curates both paper & digital collections of archaeological project materials submitted in compliance with AAA-permitted work. Project materials include reports, Project Registration Forms, & ASM Site Cards. The ARO is also responsible for managing the ASM site number system (including site locations & boundaries), transferring approved project & site data to AZSITE (the online GIS that serves as a consolidated informational network of recorded cultural resources for the State of Arizona), conducting fee-for-service records research & document requests, & assisting professional archaeologists with virtual & in-office records research. The ARO uses Geographic Information System (GIS) & a number of database software programs to process & track all issued & submitted records & all Mandated Programs Cultural Resources Management (CRM) Services requests.

Duties & Responsibilities

Duties & responsibilitie:

The incumbent is
primarily responsible for: administering & ensuring compliance with
State & Federal laws pertaining to antiquities; overseeing issuance,
review, & curation of archaeological records related to all legally
mandated programs; conducting research with ASM's records collections
on behalf of clients in CRM archaeology; overseeing the development
& maintenance of relevant ASM & ARO databases; & developing
policies & procedures relevant to ASM & ARO operations. Key
duties include: supervising ARO staff & students; managing the
receipt, review, processing, & in-perpetuity curation of
archaeological records received by the ARO; & coordinating with the
Head of the Collections Division, Repository manager, AAA Administrator,
Repatriation Office manager, & UA Research, Innovation & Impact
Business Center (RIIBC) in managing the Mandated Programs CRM Services
financial system.

Approximately 50 percent of the
employee's time is spent managing ARO operations, 35 percent of time is
spent on performing Mandated Programs administration, and 15 percent of
time is spent managing ARO personnel.

  • Managing ARO Operations:
    • Supervises review and curation of non-collection survey projects submitted to the ARO, including project tracking.
    • Supervises
      review and curation of monitoring, testing, and excavation project
      submission materials submitted to the Permits Office, including project
      tracking.
    • Supervises
      review and curation of Project Registration Forms, Site Cards, and Site
      Card Updates for projects submitted to the Repository.
    • Supervises archaeological records research for archaeologists and cultural resources summary letters for non-archaeologists.
    • Supervises requests for electronic archaeological reports, ASM Site Cards, and ASM Project Registration Forms.
    • Supervises concurrent review of all non-collection survey report drafts submitted to ASM.
    • Supervises
      and assists as needed with ARO in-office and virtual visitor services,
      including access to and use of USGS 7.5-minute paper maps and records
      access.
    • Works with the AZSITE Manager to maintain an efficient data transfer system from the ARO.
  • Mandated Programs Administration
    • Receives and checks requests submitted by clients through the ASM Quote Request for Services portal.
    • Issues estimates and quotes to be used when invoicing clients for services provided by Mandated Programs.
    • As
      a member of the Mandated Programs team, works with the ASM Head of
      Collections, ASM Associate Director, and the managers of other Mandated
      Programs Offices to develop external and internal policies, procedures,
      and memos in regard to ASM's state-mandated responsibilities and
      services.
    • Coordinates
      with managers of the other Mandated Programs offices (Permits,
      Repository, Repatriation, and RIIBC) to ensure that ASM Mandated
      Programs are meeting all client and ASM needs.
    • Builds
      and maintains professional relationships with ARO stakeholders,
      including with federal and state agencies and within the archaeological
      community of Arizona and surrounding states.
  • Managing ARO personnel:
    • Supervises employees, students, and volunteers working in the ARO.
    • Supervises and conducts as needed the training of new ARO staff and student workers.
    • Determines work priorities and assigns tasks for the ARO team.
    • Conducts performance evaluations for ARO staff.
    • Supports and oversees professional development of ARO staff.
  • Additional Duties:
    • May conduct research relevant to ASM's mission.
    • May serve on ASM committees as requested or appropriate.
    • Additional duties may be assigned.
    • Works in person on the University of Arizona's Tucson campus.
    • Accountable for developing and implementing operational plans and policies for the ARO and ASM Mandated Programs. Decisions have a direct impact on the office and may indirectly impact other related Mandated Programs offices at ASM.
    • Supervises the work of ARO personnel, students, and volunteers, ensuring quality standards, training, and office productivity. Conducts performance evaluations for all ARO personnel.
    • Problems faced are varied and complex. Solutions may require investigation and analysis of multiple alternatives, requiring significant innovation and creativity.
    • Requires communication and collaboration with individuals and groups, internally and externally, to understand perspectives, affect change, negotiate, and engage multiple constituents. Frequently negotiates and compromises to influence internal and external parties, who may have conflicting objectives, to accept concepts and practices required by the Arizona Antiquities Act, ABOR Rules, and ASM policies and procedures.
    • Frequently interacts with direct and indirect management, external contacts and other work groups. Coordinates efforts with other offices for optimal efficiency. Acts as a point of contact for the ARO.

Knowledge, skills & abilities:

  • Has complete knowledge of
    all ARO job tasks and the ability to transfer knowledge and application
    of complex principles, theories, and concepts to clients and ASM
    colleagues.
  • Has knowledge of the Cultural Resources Management (CRM) industry best practices, techniques, and standards.
  • Knowledge of archaeological principles, methods, practices, and vocabulary.
  • Attention to detail, organizational skills, and multitasking skills.
  • Excellent interpersonal, written, and verbal communication skills.
  • Demonstrable high-level competence with MS Word, Access, and Excel.
  • Ability to manage short-term and long-term project deadlines.
  • Knowledge and understanding of the Arizona Antiquities Act and ABOR Rules Implementing the Law.
Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required and a minimum of 5 years of related work experience, including 2 years of managerial experience, or equivalent combination of education and work experience.
Preferred Qualifications
  • Research and field experience in archaeology.
  • Experience in cultural resources management (CRM) archaeology in the United States.
  • Demonstrated experience reading USGS 7.5-minute quadrangle maps and understanding of Universal Transverse Mercator (UTM) coordinates and the Public Lands Survey System (PLSS).
  • Experience managing personnel and having difficult conversations with them.
  • Three to five years archaeological experience working with a CRM firm or agency in the American Southwest.
  • Experience using ASM standards for archaeological fieldwork and reporting, especially for AAA-permitted work on state lands.
  • Experience with ESRI ArcGIS software, especially creating/editing shapefiles and exporting maps.
  • Experience in developing and maintaining relational databases, especially with import/export functions and query and report creation.
  • Experience using industry standard collections management software (e.g., EMu Collections Management Systems, PastPerfect, Argus, ICMS, etc.).
  • Experience with AZSITE, the online GIS that serves as a consolidated informational network of recorded cultural resources for the State of Arizona.
  • Experience and skill in customer service.
  • Master's degree or PhD in Anthropology with an emphasis in archaeology.
