About the Position

Dexis is seeking to build a roster of Senior Mentor / Subject Matter Experts in anticipation of future funding to provide advisory and reporting services for U.S. Department of State security assistance efforts globally with a focus on Sub-Saharan Africa. This opportunity is within Dexis' Monitoring, Evaluation, and Learning (MEL) portfolio.

The Senior Mentor / Subject Matter Expert shall provide on-the-job training, coaching, and mentoring and convey subject-matter expertise to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order, working in one or more disciplines to be specified at the Task Order-level. The Senior Mentor / Subject Matter Expert shall assist members of the specified Host Nation/Regional or International Organization in accomplishing their objectives related to the specified specialized discipline. They will work with teams of professionals involved in analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining large complex systems.


Responsibilities

  • Consult with the U.S. Embassy country team at least once a month to ensure s/he is current on all U.S. Government policy concerning the Host Nation/Regional or International Organization.
  • Review all relevant State and interagency guidance regarding U.S. security assistance objectives. At a minimum, the Senior Advisor shall familiarize himself/herself with the following documents: National Security Strategy (NSS); Integrated Country Strategy (ICS); DoD's Regional Combatant Command Theater Campaign Plan and Contingency Plans; and DoD Country-level Plans.
  • Coordinate with members of the U.S. interagency present at Post to ensure that all U.S. Government program activities related to the specialized discipline(s) under the Mentor's purview are organized and support overall U.S. objectives.
  • Provide recommendations for sustainable improvement to the country team and Program Office.
  • Travel with Host Nation, Regional or International Organization, and/or relevant State Department personnel to international conferences and coordinate meetings related to specialized efforts in the Host Nation, Regional, or International Organization, as requested and approved by the COR.
  • Submit a monthly progress report to the Program Office, CO/KO, COR, and U.S. Embassy in the format provided by the Program Office, which will include a Performance Monitoring Framework and Work Plan.
  • Additional deliverables may be required at the Task Order level.


Qualifications

  • Senior Mentor / Subject Matter Expert Level 1

    • Bachelor's degree and at least ten (10) years of prior professional experience working in the relevant specialized discipline(s).


  • Senior Mentor / Subject Matter Expert Level 2

    • Master's degree and at least six (6) years prior professional experience working in the relevant specialized discipline(s)


  • Subject matter certifications will be defined at the Task Order level, where applicable.
  • Experience living and working overseas.
  • Fluent English language speaking and writing ability.
  • Foreign language requirements will be defined at the Task Order level, where applicable.
  • Medical requirements will be defined at the Task Order level, where applicable.
  • Citizenship requirements will be defined at the Task Order level, where applicable.
  • Security clearance requirements will be defined at the Task Order level, where applicable.
