Job Title: Oracle APEX Developer

Location(s): Richmond, VA

Job Description
Works as part of a public health information management team to plan, coordinate, develop, and implement data modernization projects related to vital statistics and vital records.

The position will support a mission-critical vital events and screening tracking system developed using Oracle Application Express (APEX), a secure, low-code development platform used to build scalable enterprise applications. The application supports critical functions including:

• Birth Registry
• Death Registry (EDRS)
• Screening Registry

The system also integrates with multiple state partners and federal agencies.

Responsibilities

• Develop and implement enhancements using Oracle APEX.
• Create new Oracle APEX pages, application components, and functionality.
• Support data modernization initiatives for vital records and vital statistics systems.
• Enhance application security controls for systems containing sensitive PII and PHI data.
• Leverage advanced Oracle APEX features to improve application functionality and maintainability.
• Improve the user experience through modern Oracle APEX UI capabilities.
• Optimize application performance and scalability.
• Support ongoing compliance with HIPAA and applicable security standards.
• Collaborate with technical and business stakeholders to plan and coordinate system enhancements.
• Contribute to the long-term sustainability, reliability, and modernization of the application platform.

Required Skills

• Strong experience with Oracle Application Express (APEX) development.
• Experience developing Oracle APEX pages and application components.
• Experience with enterprise application development and modernization.
• Understanding of application security and systems handling sensitive data.
• Experience working with Oracle databases and SQL.
• Knowledge of modern UI/UX capabilities within Oracle APEX.
• Understanding of data privacy, security, and compliance requirements, including HIPAA.
