Project Overview:
Bechtel Manufacturing and Technology (M&T) is an exciting and growing business that serves the increasing demand of EPC services for customers in the Data Centers, Semiconductor, Pharmaceutical and Electric Vehicle (batteries, charging infrastructure, and production), markets. Fab 62 is an advanced semiconductor fabrication facility for Intel Corporation, located at Intel's Ocotillo campus in Chandler, Arizona. As part of this work, the M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish-out a leading-edge chipmaking facility - a highly demanding environment where precision, cleanliness, schedule certainty, and coordination across thousands of craft and professional personnel are essential to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, contributing to a more resilient technology supply chain while creating significant opportunity for the local Arizona workforce. Job Summary:
The PLC/Network Specialist Commissioning and Startup Engineer serves as the technical authority for programmable logic controllers, industrial control systems, and operational technology (OT) network infrastructure on large, complex, and mission-critical projects, including semiconductor manufacturing facilities, hyperscale data centers, and life sciences installations. This role focuses on configuring, testing, maintaining, and troubleshooting complex, automated control systems-such as PLCs, DCS, SCADA, and HMIs-together with the industrial networks that carry their traffic in manufacturing or municipal utility environments. This role is responsible for planning, coordinating, validating, testing, and commissioning critical control and network systems to ensure compliance with applicable codes, regulatory requirements, project specifications, and operational objectives. Within semiconductor facilities, the PLC/Network Specialist CSU Engineer is responsible for the verification and integration of highly specialized control and communication systems, including base build utility controls (ultrapure water, bulk and specialty gas, chemical delivery, process cooling water, and waste treatment), HVAC, exhaust and abatement controls, building management and energy monitoring and control systems, electrical and critical power monitoring, and the facility-to-tool interfaces required for process tool hookup. The engineer ensures these systems communicate reliably, execute their sequences of operation as designed, and meet the stringent safety, reliability, cybersecurity, and operational requirements necessary before fabrication facilities become fully operational. Acting as the on-site technical lead for controls and network commissioning, this position works closely with engineering, construction, operations, vendors, equipment suppliers, commissioning teams, and the client's automation and IT/OT organizations to develop and execute comprehensive testing and validation programs. The role supports technical leadership throughout loop checking, system turnover, integrated systems testing, regulatory inspections, and operational readiness activities to ensure all control and network systems are fully functional, secure, code-compliant, documented, and ready for safe and reliable operation. "This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership" #LI-AA1
Major Responsibilities:
- Assisting in developing and maintaining commissioning plans, schedules, checklists, test procedures, test scripts, integrated systems testing protocols, and acceptance criteria and verify compliance with project requirements, local regulations and applicable codes and standards.
- Reviewing and interpreting drawings, P&ID diagrams, control schematics, loop diagrams, panel layouts, network architecture drawings, HMI & SCADA graphics, and project specifications.
- Coordinating with engineering, construction, QA/QC, and operations teams to ensure a seamless transition from construction to operations.
- Scoping project drawings.
- Witnessing factory acceptance tests (FATs) and site acceptance tests (SATs) as required.
- Supporting L2-L5 commissioning activities.
- Coordinating with contractors, subcontractors, vendors, design engineers, construction and operations personnel, owner representatives, and the client's IT/OT organization during testing and commissioning activities to resolve deficiencies and technical issues and achieve system acceptance.
- Ensuring complete turnover documentation, test records, network as-builts, program and configuration backups, deficiency tracking, and final acceptance documentation are maintained and delivered.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
Preferred: - Bachelor's degree in electrical engineering, Instrumentation and Control (I&C) Engineering, Control Systems or Automation Engineering, or Computer/Network Engineering.
- Related Codes, Standards, and Regulations including ISA/IEC 62443
- Certifications such as Cisco CCNA or CCNP, ISA/IEC 62443 Cybersecurity Specialist, Rockwell Automation or Siemens vendor training certificates.
- Semiconductor-specific facility control, monitoring, and interlock requirements for Group H-5 occupancies.
- Experience with commissioning software, such as Hexagon's Smart Completions, and/or other digital software.
Required Knowledge and Skills:
- Programmable Logic Controllers (PLCs), including Rockwell/Allen-Bradley ControlLogix and CompactLogix, Studio 5000, and FactoryTalk, Siemens SIMATIC S7 platforms, TIA Portal, WinCC, AVEVA/Wonderware etc.
- Industrial communication protocols, including EtherNet/IP, PROFINET, PROFIBUS, Modbus TCP and RTU, OPC UA, including associated hardware, topology and architecture.
- Building Management Systems (BMS) and Energy Monitoring and Control Systems (EMCS).
- Interfaces to Fire Alarm Systems (FAS), Hazardous Gas Monitoring Systems (HGMS), and Emergency Shutdown Systems (ESD)
- Excellent communication skills for coordination with engineering, operations, and client teams.
