Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary:
The Lead Instrumentation & Controls (I&C) Commissioning and Startup (CSU) Engineer is responsible for the technical leadership, planning, coordination, and execution of commissioning, startup, testing, troubleshooting, and turnover activities for instrumentation, controls, automation, and process monitoring systems within a large semiconductor manufacturing facility. This position supports the successful transition of systems from construction completion through operational readiness and handover to the client. The Lead I&C CSU Engineer ensures that all instrumentation, control systems, PLCs, SCADA/BMS systems, process control networks, field devices, and associated interfaces are installed, tested, commissioned, and operated in accordance with project requirements, design specifications, industry standards, and safety expectations. The role serves as a key interface between Engineering, Construction, Quality, Vendors, Operations, and Client stakeholders throughout the startup and commissioning lifecycle. * Collaborate:Actively seeks out others' opinions and input and is open-minded to their views. Major Responsibilities:
Commissioning Leadership * Lead and supervise I&C commissioning engineers and commissioning specialists. * Provide technical guidance, mentorship, and oversight of commissioning personnel. * Develop commissioning strategies that support project turnover and startup milestones. * Foster a strong safety culture and ensure all commissioning activities are executed safely and efficiently. * Coordinate activities between construction, systems completion, startup, operations, and vendor representatives. Planning and Preparation * Develop commissioning plans, procedures, test packs, turnover packages, and acceptance criteria. * Participate in commissioning scope development, constructability reviews, HAZOPs, operational readiness reviews, and startup planning activities. * Review P&IDs, control narratives, logic diagrams, instrument datasheets, loop drawings, network architecture diagrams, and vendor documentation. * Support development of commissioning schedules and turnover strategies. * Assist in identifying system boundaries and turnover packages. System Verification * Verify installation and configuration of field instrumentation, analyzers, control valves, PLC systems, distributed control systems, building management systems, and process monitoring equipment. * Confirm instrument calibration, communication protocols, network connectivity, and equipment readiness. * Verify safety interlocks, permissives, alarms, and shutdown functions. * Ensure construction completion and documentation requirements are met prior to startup activities. Commissioning Execution * Lead field walkdowns and punch list management activities. * Execute instrument loop checks, functional testing, cause-and-effect testing, integrated systems testing, and performance verification. * Coordinate factory acceptance tests (FATs), site acceptance tests (SATs), and vendor startup support. * Verify proper operation of PLC, SCADA, BMS, and industrial communication networks. * Support energization, startup, and operational testing activities. * Troubleshoot instrumentation, controls, software, communication, and integration issues. * Coordinate multi-discipline testing involving mechanical, electrical, process, and facilities systems. Documentation and Handover * Maintain commissioning records and startup documentation. * Ensure test results are properly documented and deficiencies tracked through completion. * Support Smart Completions or equivalent digital turnover systems. * Assist in development of operating procedures and training materials. * Coordinate system acceptance and handover to Operations and the Client. Safety and Compliance * Support implementation of LOTO procedures. * Participate in Job Hazard Analysis (JHA) reviews. * Ensure compliance with project EHS requirements. * Promote a zero-incident safety culture.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) in Engineering, Construction Management, Technical Management, or related discipline and 10-13 years of relevant experience in mission critical facilities or 14-17 years of relevant work experience in mission critical facilities.
Required Knowledge and Skills:
Required Qualifications * 10+ years of industrial construction, commissioning, startup, or project delivery experience. * 5+ years managing completions, turnover, commissioning, or construction teams. * Experience on large-scale semiconductor, pharmaceutical, data center, advanced manufacturing, LNG, or process industrial projects. * Strong understanding of construction turnover, systems completion, commissioning, startup, and handover processes. * Experience working for an EPC contractor on major construction projects. * Knowledge of quality systems, turnover documentation, and punch management processes. * Strong leadership, organizational, communication, and stakeholder management skills. Preferred Qualifications * Semiconductor fabrication facility (Fab) startup experience. * Experience with digital completions platforms such as Hexagon Smart Completions, WinPCS, Completion Management System (CMS), or similar tools. * Familiarity with cleanroom classifications, contamination control, and process utility systems. * Experience managing multi-discipline turnover activities across complex facility environments. * Knowledge of owner qualification and operational readiness processes.
