Hill International is seeking a Project Controls Advisor in Pomona, California


  • Lead or oversee the development, review, and maintenance of a Work Breakdown Structure (WBS) dictionary and master integrated schedules for assigned major and/or multi-year project(s) and/or program(s) throughout the lifecycle and development phases (gates) and based on the information provided by various disciplines and stakeholders.
  • Document or oversee the documentation and updates to the schedule tenets/assumptions, methodology used (e.g. CPM, PERT), and schedule details consistent to acceptable department standards and project/program requirements.
  • All schedules must contain accurate scope(s) with sufficient levels of details as project(s) and/or program(s) moves through the development phases. They will be resource-and cost-loaded to support the development and updates of budget, forecast and expenditure/resource plans. Activities, durations, and applicable logic will be determined by collaboration with subject.
  • Lead or oversee the overall schedule tracking, monitoring, and reporting efforts to ensure major and/or multi-year project(s) and/or program(s) are completed on schedule. This includes schedule data gathering, schedule updates, and data analysis to 1) measure and report progress (e.g. earned value, schedule performance index), 2) explain schedule variance compared to approved baseline(s), 3) look ahead or plan near or long-term activities, and 4) forecast project completion.
  • Provide consultation or expert advice on complex matter, best practices, and data analysis in areas of scheduling management (e.g. what-if and schedule impact analysis).
  • Perform highly complex analytics and prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to assigned major and/or multi-year projects and/or programs.
  • Involve and support change control and contract negotiation/claim management. Support the implementation, analysis, and reporting of performance using SCE or industry metrics (e.g., earned value management.)
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results.
  • Lead the preparation or prepare project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings.
  • Formulate or implement project controls policies, standards, or operations procedures.
  • Perform quality assurance or reconciliation tasks following established techniques and procedures.
  • Identify and/or lead process and service improvement opportunities on matters of significance to the business.
  • Responsible for executing all Project Controls activities as described in 'Essential Job Functions' for assigned projects, programs, or areas of responsibility.
  • Develop and maintain strong working relationship with project or program stakeholders.
  • Manage service levels with varying degrees of complexity and requirements appropriate to the position.
  • Meet performance goals set forth in an effective and safe manner while demonstrating SCE's values and guiding behaviors.
  • Bachelor's degree in relevant field.
  • Typically possesses ten or more years' experience in scheduling and capital projects/construction, or equivalent experience.
  • Demonstrated knowledge, ability, and experience with Microsoft software (e.g., Word, Excel, PowerPoint, and Visio).
  • Demonstrated experience with Project Controls and Scheduling software (e.g. Primavera P6, MS Project).
  • AACEI, PMI, PE credentials preferred.

The salary range for this position is $120,000 - $150,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
