Overview

Background Information:

This full-time, onsite Procurement Analyst position will provide procurement and acquisition support to the Atlantic Test Range (ATR) in Patuxent River, Maryland. ATR is the U.S. Navy's East Coast open-air test range and provides precision data acquisition and other test and evaluation (T&E) services to the Department of War (DoW) and commercial customers at the forefront of aircraft and weapon system innovation.

Duties, Responsibilities, and Requirements:

    Provides project support for the Atlantic Test Range (ATR) Acquisition Support Section to include procurement, financial, project, and property management.
  • Assist the Government in preparing procurement documentation for hardware and software required to support Navy PEO(A) and NAWCAD initiatives.
  • Support successful acquisition efforts by tracking schedules, milestones, deliverables, and action items throughout all phases of execution.
  • Assists in the preparation, review, and organization of procurement documentation for various acquisition processes.
  • Understand and track critical milestone metrics that drive obligations, expenditures, and other key schedule benchmarks that inform financial planning and acquisition decisions.

Education, Experience, and Skill Requirements:

  • High school diploma or equivalent
  • No prior experience is required. Candidates with relevant experience and post-secondary education may be considered for a higher labor category and corresponding compensation level based on their qualifications.
  • Demonstrated proficiency using office automation equipment including personal computers, optical scanners, printers, and software application programs such as MSWord, Excel, PowerPoint, electronic mail, and SharePoint applications.
  • Self-starter that works well with both collaborative and individual assignments with little to no management oversight.
  • Ability to communicate complex information clearly and effectively, both verbally and in writing, to cross-functional teams and stakeholders.
  • Ability to prepare and deliver reports, briefings, and correspondence that clearly communicates project statuses and key issues.
  • Possess analytical skills to include data analysis, research, process improvement, problem-solving, and outside-the-box thinking.
  • Must demonstrate the ability to coordinate multiple actions concurrently while ensuring timely execution and precise data entry.
  • Experience supporting government, DoW, or technical programs desired.
  • Familiarity with DoW procurement or acquisition processes desired.
  • Must possess a valid driver's license and will be required to successfully pass drug screening(s)

Clearance Requirements:

  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance

Work Conditions:

Conditions will vary. Most work is performed in enclosed buildings, but some outside work may be required. Work will include sitting, standing, walking, lifting and reaching. Applicant should be capable of lifting 50-100 lbs. assisted by other employees. Visual abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus.
