| Position Highlights |
This position will report to the Interim Executive Director, Rights and Accountability, and will be responsible for managing the case management process and ensuring the University of Arizona's compliance with nondiscrimination laws, regulations and policies in a fast-paced, complex environment. The Outreach and Response Manager will assess reports made to OIE; oversee the Office of Institutional Equity case management and workflow; conduct prompt, thorough, and neutral investigations; and issue recommendations to facilitate the resolution of complaints. The role includes particular emphasis on handling alleged cases of discrimination and harassment. The successful candidates will display high integrity, initiative, resourcefulness, and sound judgment, coupled with the ability to balance an investigative case load with other administrative duties.

| Duties & Responsibilities |
- Provide strategic oversight of the intake, assessment, investigation, and resolution of reports involving discrimination, harassment, retaliation, and related policy concerns. Ensure matters are evaluated and addressed consistently and in accordance with applicable legal requirements, university policies, and established procedures.
- Manage a limited caseload of highly complex or sensitive investigations involving significant institutional risk or senior-level stakeholders.
- Lead interviews, analyze information from multiple sources, make findings and determinations, prepare comprehensive investigative reports and other formal written materials, and provide testimony in student and employee hearings as needed.
- Oversee the intake and initial assessment process, including work conducted by the Outreach and Response Coordinator and Investigators.
- Provide guidance on appropriate processes, supportive resources, interim actions, and resolution options, and conduct intake interviews or provide direct support in particularly complex or sensitive matters.
- Develop and implement an outreach strategy to educate the university community on processes, policies, and resources related to discrimination, harassment, retaliation, and civil rights.
- In partnership with the Executive Director, lead efforts to establish and maintain effective relationships with campus partners, including the Dean of Students Office, Human Resources, Office of General Counsel, Threat Assessment and Management Team, Survivor Support, Housing, and other key stakeholders.
- Facilitate regular meetings and coordinated communication to support consistent and collaborative responses.
- Oversee reports received by the Office of Institutional Equity and coordinate the office's response, including case management, workflow, resource coordination, and collaboration with campus partners.
- Guide the assessment and resolution of matters involving potential discrimination, harassment, and retaliation, including allegations of Title IX violations.
- Research, interpret, and navigate the constantly evolving landscape around applicable civil rights regulations, laws, and guidelines. This includes (but is not limited to) the legal landscape around nondiscrimination legislation and regulations, including EEO, Title VII, Title IX, ADA, Section 504, etc.
- Educate and advise administrators, managers, and supervisors about nondiscrimination laws, policies, procedures, and best practices.
- Engage in strategic communication and collaboration among OIE, the Dean of Students Office, Division of Human Resources, Office of the General Counsel, University administrators, and members of the University community.
- Develop training materials and guidance so the Coordinator can effectively provide information about available support, resources, options, and supportive measures.
- Supervises the Outreach and Response Coordinator, who generally serves as the first point of contact for those impacted by and implicated in reported discrimination or harassment.
Knowledge, Skills, and Abilities:
- Advanced knowledge of relevant laws (e.g., Title IX of the Education Amendments of 1972, Title VII of the Civil Rights Act of 1964, VAWA/Campus SaVE, FERPA, Clery).
- Ability to establish and maintain professional relationships with various populations, including student and professional staff, colleagues, and the University community.
- Ability to work effectively both independently and collaboratively in a team-oriented environment.
- Flexibility and willingness to take on a variety of assignments.
- Extensive knowledge of Title VII of the Civil Rights Acts of 1964, Title IX of the Educational Amendments of 1972, VAWA, FERPA, due process, and related state and federal laws and regulations.
- Excellent research, writing, interpersonal, and communication skills.
- The ability to analyze information, evaluate results, and handle issues of complex and extreme sensitivity.
- A high degree of discretion and the ability to maintain highly confidential information.
- The ability to act independently, take initiative, and exercise sound judgment.

| Minimum Qualifications |
- Bachelor's degree or equivalent advanced learning attained through professional level experience required.
- Minimum of 5 years of related work experience, including 2 years of managerial experience, or equivalent combination of education and work experience.
