Join a nationally significant recovery effort advancing a resilient, healthy Maui community. This role supports postdisaster rebuilding by aligning water, reuse, wastewater, stormwater, watershed, and cultural and historic resource outcomes under a unified One Water approach. You will serve as part of a multidisciplinary team, translating complex recovery challenges into actionable strategies through effective facilitation, engagement, and crossagency coordination that directly supports community rebuilding and longterm sustainability.



Working alongside County leadership and partners, you will help advance standardized recovery operations, governance, and engagement practices that promote transparency, informed decisionmaking, and delivery of resilient infrastructure. This work supports Maui's longterm recovery and climate resilience goals while ensuring that rebuilding efforts strengthen essential systems and community outcomes.



Job Summary

The Program Management role will provide senior-level leadership and strategic direction towards the successful strategy, planning, and execution of programs. The role will lead and deliver large-scale programs. This role leads the Program Steering Committee and provides senior-level oversight of operations, and is responsible for effective strategy and planning, coordinating resources, managing timelines, and ensuring that deliverables meet quality standards and the program meets the intended outcomes. The role has the responsibility to set the direction of program controls and performance monitoring systems to track progress and address any deviations. Strong stakeholder engagement will be crucial, as this role will collaborate with a diverse range of executive-level internal and external stakeholders to foster program success. Additionally, the role will lead program governance, risk management, and change management efforts to ensure successful outcomes and continuous improvement.



Responsibilities

  • Responsible for managing the most complex, high-profile, large-scale programs and projects (estimated total capital investment size over $500 M).
  • Define the program leadership vision, and strategy, directing the program towards the company's strategic goals.
  • Make critical decisions impacting program strategy and operations, balancing risk and opportunity in decision-making.
  • Lead large program team and various functions, manage program resources, and responsible for developing strategy and roadmap for achieving program objectives.
  • Support the development of team members, especially as it relates to delivery excellence, exceptional client service, and accountability.
  • Lead decision-making guidance, roles, responsibilities, and processes to ensure that the program is managed effectively and in alignment with organizational policies.
  • Recommend the best solutions to meet client needs and objectives.
  • Implement financial controls, schedule management, risk management, quality assurance, and performance measurement.
  • Change management leadership in identifying deviations from the plan, implementing corrective actions, and ensuring that the program remains aligned with its objectives.
  • Monitor program performance to determine efficiency and determine areas for improvement.
  • High value engagements with client senior leaders and important program stakeholders such as government leaders and public officials.
  • Flexibility to adapt and execute various additional assignments based on evolving needs.

  • The ideal candidate will ensure execution integrity across the program and provide technical integration and continuity for both the internal and external leadership.
  • Capable of providing senior program leadership, while comfortable as the right hand to the principal-in-charge.

  • Provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles.



Skills and Competencies

  • Ability to lead large, cross-functional and integrated teams, communicate with program stakeholders, and skilled in navigating higher-level conflicts.
  • Expert in program management and leading more challenging and larger project assignments on time and budget.
  • Expert in program delivery lifecycle management phases, processes, and activities.
  • Deep understanding of the industry and our clients.
  • Expert in program controls, strong business and commercial acumen, and performance monitoring and reporting.
  • Expert in program planning and initiation, change management, risk management, and quality management.



Key Skills

  • Experience with public-sector governance and engineering background are preferred.
  • Ideal candidate will have the ability to provide executive-level syntheses.
  • Ability to integrate technical water resources and business consulting solutions as needed for Capital Improvements Program (CIP) implementation.

Experience

  • Typically, a minimum of 20 years of related work experience in project management, program management or related field.
  • A solid track record of successful project and large program delivery for large or significant clients.
  • Proven experience in developing and implementing a successful sales technique strategy.



Education

  • A bachelor's degree in engineering, construction, business management or related field or equivalent experience is required.
  • Program management certification required.



Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location B: $175,000 - $262,000
