Job Description

We have an opening for a Work Management Division Leader to establish, lead, and mature a comprehensive organization centered around the execution of a Maintenance Planning and Scheduling program within the Infrastructure Maintenance and Utilities Department (IMUD) in the Infrastructure & Operations (I&O) Directorate. You willprovide strategic leadership, management, and operational oversight for work control, planning, scheduling, and execution processes across a complex, site-wide facilitiesportfolio. You will be responsible for building and institutionalizing a standardized, compliant, and high-performing work management program aligned with Work Planning & Control (WP&C), Department of Energy (DOE) requirements, Integrated Safety Management (ISM), and Laboratory priorities.

This position requires full-time on-site presence due to the nature of the work.

You will:

  • Establish and lead the Work Management Division, including work control, planning, and scheduling functions while defining division structure, roles, and staffing strategies to support a scalable and sustainable program; supervise, develop, and evaluate staff to ensure successful program execution.
  • Develop, implement, and align standardized Work Management processes aligned with WP&C requirements, DOE Orders (e.g., DOE O 433.1, DOE O 422.1) and ISM principles for the division.
  • Provide strategic and technical leadership and oversight of corrective, preventive, and project work planning activities to ensure safe, compliant, and efficient execution.
  • Lead and champion long-range organizational change and continuous improvement initiatives to enhance work quality, reduce risk, and improve operational efficiency.
  • Partner with craft supervisors, facility management teams, and ESH organizations to ensure integrated and effective work execution.
  • Oversee work package quality, configuration management, and procedural compliance, while ensuring audit readiness and compliance with DOE, regulatory, and institutional requirements.
  • Develop and implement performance metrics and dashboards to monitor planning effectiveness, schedule adherence, and backlog health.
  • Provide oversight and strategic direction for CMMS tools and systems to ensure alignment with business needs.
  • Collaborate regularly with department peers, craft supervisors, cross-functional teams and leaders, senior management, and serve as an organizational representative to external stakeholders to achieve objectives, build cooperation, and communicate program performance, and advise on risks and improvements.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in engineering, Environmental Science, Business, or related field, or equivalent combination of education and experience.
  • Extensive experience and expert knowledge in work control, maintenance planning, including preventive and corrective maintenance, facilities operations, or related functions in a regulated environment.
  • Extensive experience leading and managing teams, programs, and/or complex operational functions, and supervising and developing professional and technical staff, including performance management, staffing, and workforce planning.
  • Extensive experience developing, implementing, and improving operational requirements, standards, governance models, processes, and procedures across multiple organizations or functional areas.
  • Expert knowledge of regulatory and compliance frameworks (e.g., DOE Orders, quality assurance programs, safety management systems).
  • Experience using Computerized Maintenance Management Systems (CMMS) such as EAM, Maximo, Asset Suite, or similar.
  • Expert problem-solving, organizational, and decision-making skills.
  • Expert verbal and written communication skills necessary to lead a team, present and explain technical and operational knowledge, and provide advice to senior management, regulators, reviewers, and other internal and external stakeholders.

Qualifications We Desire

  • Experience leading program startup, transformation, or organizational change initiatives.
  • Knowledge of Integrated Safety Management (ISM) and Human Performance Improvement (HPI) principles.
  • Experience supporting DOE audits with successful outcomes.
  • Lean Six Sigma certification or demonstrated experience with continuous improvement methodologies.
  • Experience with document control and records management systems (e.g., Documentum, QMIS).
  • Proven ability to develop performance metrics and use data analytics to drive decision-making.

Pay Range

$240,960 - $305,544 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
