MINIMUM QUALIFICATIONS

Education: Any combination of education and experience, which would likely provide the necessary knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities would be: Completion of a Bachelor of Science Degree in Agricultural, Civil, Electrical or Mechanical Engineering, or related field.

Experience: Five (5) years of increasingly responsible professional engineering experience in maintenance, design and construction of irrigation, flood control and water conveyance facilities, including at least three (3) years in a management, supervisory, or leadership capacity preferred.

License Requirement:

Possession of a valid and current certificate of registration as a Professional Civil Engineer (PE) issued by the State of California.

Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) consecutive years. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. The driving record will not contribute to an increase in the Authority's automobile insurance rates.

Abbreviated Job Description: Under general/administrative direction of the Engineering Director, the Civil Engineering Manager plans, organizes, manages, directs, and supervises the civil engineering related operations, staff and functions of the Civil Division of the Authority's Engineering Department.

Examples of duties: The duties listed below are illustrative only and are not meant to be a complete and exhaustive listing of all of the duties and responsibilities of the classification. Plans, organizes, coordinates, directs, and reviews the work of professional and technical engineering staff. Participates in the preparation and administration of the annual Civil Engineering Division Department budget. Participates in the development of the Extraordinary Operation & Maintenance (O&M) and Capital Improvement Projects budgets for major construction projects and development of Authority facilities. Provides information to Board members and Authority management regarding engineering issues and problems. Resolves problems of facility location, construction, maintenance, and related functions. Provides general guidance on the development of bids, contracts, and other matters related to engineering functions. Oversees the development of engineering plans and specifications, including the establishment of general Authority engineering standards. Assumes responsibility for coordination of Authority projects with professional engineering consultants, including the approval of plans and specifications developed by consultants. Directs the preparation and reviews a variety of engineering reports and technical analyses. Responsible for Right of Way Management functions including issuing temporary access permits in compliance with delegated authority, permit compliance management, right of way trespass management, and right of way surveys. Responsible for NEPA/CEQA compliance on all permit activities and construction projects. Represents the Authority in coordination with other utilities, regulatory agencies, governmental bodies, planning agencies, trade and professional associations, technical groups, and developers. Coordinates the progress, inspection, and proper completion of major construction projects. Prepares a variety of correspondence and reports related to the functions of the Civil Division of the Engineering Department. Regularly updates the Engineering Director regarding project status, personnel operations, problems, policies, and administrative information. Represents the Engineering Director at meetings and conferences as delegated. Provides support to the Engineering Director in making presentations regarding engineering issues to the Board of Directors. Performs related duties as assigned

Requires the Ability to: Plan, organize, manage, and develop Authority engineering functions, particularly as they affect water conveyance facilities. Prepare and carry out personnel, budgeting, and training activities as they relate to Authority engineering and supervisory staff. Coordinate Authority engineering functions with Authority activities and services. Develop long-range capital improvement plans. Prepare and monitor budgets. Oversee the development of plans, specifications, and Authority engineering standards. Ensure proper completion and inspection of major construction projects. Direct the preparation and review of engineering studies and reports. Use computer systems and software packages related to engineering analysis and functions. Effectively represent the Authority's engineering functions with the public, other government agencies, contractors, developers, and professional engineering consultants. Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public. Anticipate engineering problems and devise solutions. Prepare and present clear and concise management reports. Communicate effectively orally and in writing. Regularly and consistently meet attendance/punctuality requirements. Follow instructions, work independently and cooperatively with others, and ability to motivate staff.

Typical Physical Activities include, but are not limited to: Frequent travel by automobile and may occasionally travel by airplane in conducting Authority business. Communicates orally with Authority management, employees, consultants, member agencies and Board members, and the public in face-to-face, one-to-one, and group settings; Regularly uses a telephone for communication; Uses office equipment such as computer workstations, copiers, and Fax machines; Sits for extended time periods; Frequently walks in uneven terrain, in an outdoor environment, making inspections of facilities and construction projects; and has hearing and vision within normal ranges.

Environmental Factors include: Exposure to: sun, 10% or less work time spent outside a building and exposed to the sun. Irregular or extended work hours: Occasionally required to change working hours or work overtime.

BENEFITS

Holidays: Employees receive eleven (11) paid holidays, including one (1) floating holiday.

Vacation & Medical Leave: Vacation leave is accrued at the rate of 80 hours per year up through year four 4. At year five (5), leave increases to 120 hours per year. At ten (10) years of service, vacation leave is accrued at the rate of 140 hours and at fifteen (15) years of service, vacation leave increases to a maximum of 160 hours per year.
Medical leave accrues at the rate of eight (8) hours per month.

Retirement Benefits:
  • 401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross base annual salary
  • 401a Executive Plan: The 401a Executive Plan is a Defined Contribution Plan where the employee is required to contribute 5% of your gross base annual salary which is matched by the Water Authority
  • 457 Deferred Compensation Plan: The 457 Deferred Compensation Plan is an optional voluntary plan, that employees can opt to contribute to. This plan offers a Roth option.
  • Upon retirement, a Retirement Health Savings (RHS) Plan is available
The total combined contributions for the 401(a) and the 401(a) Executive plans by the Authority will amount to a maximum of 18% of your gross base annual salary. All contributions under both plans vest immediately to you.
NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits upon retirement.
