This position is located at the Polk County Health Department

Qualifications


Education and Experience: Education equivalent to graduation from a standard high school and experience equivalent to two years of full-time customer service delivery and/or clerical/office work.

Substitution of Education for Experience: Course work credit received from an accredited college or university may substitute for the required experience on a year-for-year basis to a maximum of two years (e.g., 45 quarter hours may substitute for one year of the required experience).

Substitution of Experience for Education: Qualifying full-time customer service delivery and/or clerical/office support work may substitute for the required education on a year-for-year basis (e.g., experience equivalent to one year of full-time work in one or a combination of the above listed fields may substitute for one year of the required education).

Necessary Special Qualifications: None.

Overview

Under general supervision, performs county health department office work, in a clinic setting, of average difficulty; and performs related work as required. An incumbent in this class serves as sole clerical support in a small county health department, and assists the county director with administrative duties. This class differs from the Public Health Office Supervisor 1 in that an incumbent of the latter is head of the office staff in a small county health department, supervising one to four office employees, and assists the county director with administrative duties. This class differs from the Public Health Office Assistant in that the Public Health Office Assistant is not the sole clerical support in a small county health department and does not assist the county director with administrative duties.

Responsibilities

  1. Interviews health department clients for medical and administrative services while maintaining confidentiality. Reviews, verifies, and discusses insurance information, financial information, immunization status, and client co-pay/deductible responsibilities with patient.
  2. Performs administrative activities including processing and evaluating information to determine compliance with standards. Maintains the fiscal accountability for services provided at the health department.
  3. Uses relevant knowledge and interprets the meaning of information for others. Reviews departmental policies and procedures to keep abreast of any changes, revisions, or additions; discusses with clients all possibilities for assistance within and outside the health department; and informs client of rights and responsibilities for participation in various programs.
  4. Assists the County Director in the day-to-day operations of a public health office and assists in preparing and monitoring the operating budget. Provides guidance and expert advice to management or other groups on technical, systems, or process-related topics.
  5. Prepares purchase requisitions and coordinates deliveries of supplies and equipment. Monitors inventory and purchasing of supplies.
  6. Develops and maintains an on-going, working relationship with county government, hospitals, as well as other entities such as the Board of Health, the Department of Human Services, and Child Support Services. Serves as the health department representative and explains role of the County Health Department.
  7. Maintains positive, constructive and cooperative communication by telephone, in written form, email or in person with supervisors, peers or clients. Handles complaints, settles disputes, and resolves grievances and conflicts, or otherwise negotiates with others.
