Qualifications


Education and Experience: Graduation from an accredited college or university with a bachelor's degree in Human Resources, Adult Education, Instructional Design, or other related field.

OR

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and two years of experience in Human Resources, Adult Education, Instructional Design, or other related experience.

Necessary Special Qualifications: None.

Examination Method: Education and Experience, 100%, for Preferred Service positions.

Overview

The Talent Management Manager leads talent management strategy across multiple agencies, commissions, and boards through a consultative, data-informed operating model. This role aligns
leadership development, strategic workforce planning, succession planning, performance management, engagement, and recognition into a cohesive talent system that supports a high performing, future-ready workforce.
The position partners closely with agency leadership, HR Business Partners, Employee Relations, Employee Experience, and the HR Operations Director to translate workforce trends into practical talent strategies, measurable outcomes, and executive-ready recommendations.

Responsibilities

  1. Provide strategic oversight and day-to-day leadership for the Talent Management team, including Senior TM Coordinators and TM Coordinators, by setting priorities, monitoring
    outcomes, and strengthening service delivery.
  2. Lead a data-informed talent strategy by identifying workforce trends, risks, and opportunities and translating analytics into clear recommendations for executive decision-making.
  3. Establish, track, and report talent-related key performance indicators, including turnover, internal mobility, promotion rates, engagement scores, acquisition metrics, performance
    outcomes, and compensation-alignment indicators.
  4. Oversee leadership development strategies that build enterprise leadership capability, reinforce leader accountability, and align leadership expectations with mission and values.
  5. Partner with HRBP's, agency leaders, and the HR Operations Director to implement strategic workforce planning, anticipate capability needs, and address workforce gaps and risk areas.
  6. Implement structured succession planning processes that build bench strength, define readiness criteria, and support continuity for critical roles.
  7. Oversee performance management and recognition frameworks that reinforce accountability, equitable evaluation, timely feedback, employee engagement, and workforce excellence.
  8. Lead cross-functional collaboration with HR partners to ensure consistent application of talent policies, processes, best practices, and continuous improvement efforts.

TN Driver Standards
