The Position

The Port of Portland is hiring a IT BUSINESS SYSTEMS & SOLUTIONS ANALYST* This role bridges business needs and technical solutions on enterprise IT projects across the Port. You'll partner with stakeholders to define requirements, coordinate delivery, and support the systems that keep the Port running. *This is a Limited Duration role lasting approximately 24 - 36 months to support the Port's ERP implementation. The role may be lengthened or shortened based on business need. This role is hybrid and requires at least 3 days per week to be performed at the Port of Portland offices. Essential Job Duties

Business Analysis/Business Process Improvement
- Engage stakeholders to gather, document, and translate business requirements into functional specifications.
- Define user stories, use cases, and acceptance criteria.
- Analyze business processes and recommend improvements.
- Facilitate workshops and interviews to elicit and clarify requirements.
- Support testing and quality assurance to validate solutions meet requirements.
Project Coordination
- Lead IT project coordination for assigned areas, including stakeholder engagement and defining solution goals, scope, and success criteria.
- Plan, execute, and monitor IT projects to ensure adherence to scope, timeline, budget, and Port project management standards.
- Develop and maintain project plans covering tasks, milestones, dependencies, and resource allocation.
- Collaborate with cross-functional teams to define project objectives and deliverables.
System Support
- Administer and support assigned enterprise systems, including diagnosing and resolving reported issues.
- Serve as a subject matter expert on system functionality and related business processes.
- Coordinate with IT teams, vendors, and end users to research and resolve complex issues.
- Ensure reliable service delivery through effective coordination of staff and technology resources.

Minimum Qualifications
-
- Six (6) + years of experience as an IT Project Manager, Systems Analyst, Business Analyst, System Administrator, or Business Process Analyst.
- Bachelor's degree in information technology, Computer Science, Business, or a related field, or an equivalent combination of education and experience.
- Master's degree preferred.
- Ability to pass a criminal history records check for access to airport secured areas (Red Badge).
- Clear credit check (required due to access to sensitive financial information).
Knowledge, Skills & Abilities
- Strong business analysis methodology and process improvement skills.
- Strong analytical and problem-solving abilities with attention to detail.
- Excellent communication skills, including the ability to translate between technical and non-technical audiences.
- Senior-level project management experience.
- Proficiency with business analysis and project management tools such as Excel, Visio, and Asana.

Selection Process: (tentative schedule):
- Human Resources will evaluate application materials against minimum qualifications until the role closes on 5/20/2026.
- A Subject Matter Expert (SME) panel will then review experience and training from qualified application materials.
- Candidates selected for interviews will be notified by 5/25/2026. Virtual first-round interviews will be scheduled with candidates who pass the SME evaluation, followed by panel interviews.
