Responsibilities

The Program Manager will serve as the primary interface between the contractor and U.S. Government customer, while also providing senior-level technical leadership supporting data-centric mission systems. This role combines traditional program management responsibilities with hands-on oversight of data architecture, migration, and database-driven solutions. The position is weighted toward technical execution with program management oversight.

Program Management

    Lead and manage all phases of a full lifecycle analysis and mission support program.
  • Serve as the central point of contact with the Contracting Officer (CO), Contracting Officer's Technical Representative (COTR), and senior government stakeholders.
  • Oversee cost, schedule, and performance across multiple projects and task areas.
  • Coordinate staffing actions, including identifying, onboarding, and managing qualified personnel and subcontractors.
  • Ensure all deliverables meet quality, timeliness, and contractual requirements.
  • Provide status reporting, risk mitigation strategies, and resolution of programmatic issues.
  • Foster strong relationships with Government Technical Managers (GTMs) and key stakeholders.
  • Anticipate mission changes and support contract modifications or re-scoping efforts.

Technical Leadership

  • Lead and perform data migration efforts across enterprise data repositories, ensuring data integrity, continuity, and compliance with customer standards.
  • Demonstrated implementation experience performing data migration efforts between legacy and new data repositories, specifically within Oracle and PostgreSQL environments.
  • Guide development and migration efforts leveraging Python, SQL, Java, and Linux-based systems.
  • Collaborate with engineering and data teams to modernize and optimize data workflows, pipelines, and storage solutions.
  • Ensure alignment of technical solutions with mission requirements, security constraints, and IC data governance policies.
  • Support troubleshooting, performance tuning, and system enhancements for mission-critical applications.
  • Drive technical innovation, automation, and efficiency improvements across the program.


Qualifications

Required

  • Active TS/SCI with polygraph required
  • Bachelor's degree with at least 12 years of experience, including 5 years of management experience supporting efforts of similar size and scope, and at least 2 years of management experience working within the Intelligence Community (IC)
    • 3+ years of relevant management experience is acceptable with current PMP or master's degree
  • Demonstrated experience managing dispersed, multi-disciplinary teams
  • Demonstrated success in delivering projects on time and resolving complex program issues
  • Demonstrated experience leading or supporting data migration efforts between enterprise repositories
  • Strong experience with Oracle and PostgreSQL databases
  • Hands-on or oversight-level experience with Linux environments, Python, SQL, and Java
  • Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word, Outlook)
  • Knowledge of IC customer processes, policies, and mission environments

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
