THE POSITION

Are you looking for an on-the-job training program where you can learn about Commonwealth employee relations processes and procedures? In this Administration and Management Trainee position with our Employee Relations and Workforce Support Division, you will have a chance to experience the satisfaction of public service while working with a team of professionals dedicated to efficiently delivering services to the Department of Human Services. DESCRIPTION OF WORK

As an Administration and Management Trainee, you will actively participate in a 12-month training program focused on work in the field of employee relations. This consists of on-the-job training and entrance-level trainee work. You will learn specific responsibilities as they relate to grievance administration, consultative work, contract negotiations, Unfair Labor Practice Charges (UFLPs), and other duties as assigned. Your work will focus on:

  • Grievance Administration: Learn to assist with the review, investigation, analysis, and response to all assigned grievances; provide technical assistance to management staff; prepare for and participate in negotiations, hearings, and arbitration processes
  • Consultative Responsibilities: Learn to and take part in policy review, analysis, and development, as well as provide advice and guidance to all levels of management
  • Contract Negotiations: Observe and assist senior employee relations analysts on collective bargaining negotiation teams
  • Unfair Labor Practice Charges (UFLPS): Learn to assist with investigations and coordinate with legal, management, and affected office personnel to develop settlement proposals
  • Other Duties: Coordinate and participate in the presentation of Agency employee relations training programs, participate in special projects, and carry out or coordinate various other administrative functions and duties as assigned.

You will be expected to achieve increasing levels of independence and responsibility in exercising a range of duties within the division. Successful completion of this training program will result in promotion to a Human Resource Analyst 1 position.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week, after successful completion of the one year trainee period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor's degree, including 15 credits in public administration, business administration, or a closely related field; or
  • An equivalent combination of experience and training that includes 15 credits in public administration, business administration, or a closely related field.
  • Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree/credits.
