MEP PRECONSTRUCTION MANAGER

The MEP (Mechanical, Electrical, and Plumbing) Preconstruction Manager provides technical expertise and support to project teams throughout the full project lifecycle-from conceptual design through construction, and final turnover. This role places strong emphasis on MEP Preconstruction functions such as the following:

  • Support project pursuits and business development
  • Construction document review - Value Engineering, Code Compliance and Constructability
  • Assists with equipment procurement
  • MEP Cost Estimating
  • Scope of Work preparation for trade partner solicitations
  • Bid evaluations
  • Lead and manage the MEP preconstruction staff

The MEP Preconstruction Project Manager serves as a trusted technical resource, strengthening relationships with engineers, subcontractors, and clients through clear communication, responsiveness, and a consistent focus on quality and value.

QUALIFICATIONS

Required:

  • Associate or bachelor's degree in engineering or a related field
  • Minimum of 10 years of experience in the design, installation, operation, or commissioning of MEP systems for projects, such as:
    • Mission-critical facilities
    • Advance Technology facilities (Chip Fab plants, Pharmaceutical, etc.)
    • Healthcare facilities (Hospitals, Medical Office Building, Imaging, etc.)
    • Laboratory Facilities
    • Educational Facilities
  • Strong working knowledge of one or more of the following:
    • HVAC systems (chillers, boilers, AHUs, VAVs, hydronic systems)
    • Electrical distribution systems (normal and emergency power)
    • Plumbing and specialty piping systems
    • MEP commissioning

Preferred:

  • Registered Professional Engineer
  • LEED Certification
  • Proficiency with Microsoft Office Suite (Word, Excel, etc.), Bluebeam Revu, and Procore

Skills:

  • Excellent organizational skills with the ability to prioritize and manage competing deadlines

RESPONSIBILITIES AND TASKS

Pre-Construction Phase

  • Review architectural and engineering documents (drawings and specifications) for compliance with owner requirements, applicable codes, constructability, industry standards, and system optimization.
  • Participate in page-turn reviews and design meetings with clients and the A/E team.
  • Prepare Rough Order of Magnitude cost estimating
  • Support value engineering efforts and identify cost-saving opportunities.
  • Assist in identifying long-lead equipment and support procurement efforts.
  • Prepare bid instructions and subcontractor scope of work to avoid scope gaps.
  • Assist with evaluation of subcontractor proposals and qualifications.

Construction Phase

  • Assist Project Manager and subcontractors in the interpretation of the contract documents.
  • Assist in developing and resolving RFIs when appropriate.
  • Provide QA/QC oversite for MEP equipment and system installations.
  • Review the project schedule and provide feedback to the PM regarding installation sequencing, system testing and commissioning activities.
  • Review close-out documentation to ensure completeness and compliance with contract requirements.

Staff Management

  • Provide professional and technical mentorship to staff.
  • Staff performance reviews.
  • Determine needs for staffing adjustments as needed for the workload.
  • Day-to-day management of direct report workloads.

Additional Responsibilities

  • Actively contribute as a member of the MEP and Preconstruction Teams by collaborating on shared goals, aligning efforts across departments, and supporting team priorities.
  • Promotes and aligns with the McGough safety protocols and requirements
  • Collaborate with, build and maintain relationships with internal teams, contractors and other stakeholders to align risk management efforts.

  • Build and maintain strong, professional relationships with internal colleagues and external stakeholders, including clients, contractors, design partners, and suppliers.

  • Participate in relevant training opportunities for personal and professional growth, including leadership development and human resources topics.

  • Support and participate in company-sponsored events and initiatives that promote team engagement and culture.

  • Follow and reinforce standards of work, ensuring consistency and accountability.

  • Emphasize relationship-building as a core part of the role, both internally and externally.

  • Perform other duties and responsibilities as assigned.

    OFFICE AND TRAVEL

  • Primarily works in corporate headquarters office in St. Paul, MN. with regular travel to local and out-of-town jobsites up to 25% as necessary.

PHYSICAL REQUIREMENTS

This position requires prolonged periods of sitting at a workstation or during meetings and travelling (by plane or car). The employee must be able to lift up to 20 pounds as needed, demonstrate dexterity to write and use a computer keyboard and mouse, and possess the ability to hear, speak clearly, and distinguish colors on graphs and charts.

The role also requires occasional visits to construction sites, where the employee may be exposed to dust, dirt, uneven surfaces, outdoor weather conditions, and extreme temperatures.
