GENERAL RESPONSIBILITIES

Provides technical guidance as an Airports Authority's OCIP safety advisor.

Serves as an initial point of contact for construction incidents.

Researches, interprets, and enforces safety, occupational health, and fire protection regulations.

Prepares comprehensive safety reports and financial reports, tracking construction values and substantial completion dates.

Reviews and gives recommendations on safety plans, engineering plans, and design plans at 30%, 60%, 90% and 100%.

Conducts and coordinates inspections of facilities, construction sites, and property owned or operated by the Airports Authority to observe and report on conformance with safety regulations, directives, and guidelines.

Provides safety awareness training and schedules and conducts OCIP Risk Control classes.

Conducts and coordinates investigations of construction incidents or spill releases; summarizes and reports findings to the Risk Management Department and insurers as needed with recommendations for mitigation or to correct deficiencies and monitors for corrective actions to be completed.

Monitors and evaluates contractor safety practices to ensure work conforms to contract documents, industry standards, and practices.

Participates in regulatory inspections and insurance visits on Airport Authority construction sites.

Participate in safety candidate interviews for contractor's safety representative positions to ensure compliance with the Airports Authority's construction safety manual requirements.

Attends construction progress, incident review, preconstruction, and preproposal meetings and enters incident reports into the Risk Management Information system software.

Performs other duties as assigned.

QUALIFICATIONS

Four years of experience working as a safety consultant or safety representative in the construction industry on CCIP or OCIP program projects An equivalent combination of education and experience may be considered.

Knowledge of and ability to apply Federal, state, and local regulations and industry standards and guides, to maintenance of traffic (MOT)activities.

Knowledge of the concepts, principles, and practices of "safety engineering" and safety management and ability to evaluate construction safety policies and procedures for large scale projects and to monitor and enforce compliance.

Knowledge of and ability to apply safety incident analysis and hazard identification, and control techniques to improve construction safety and reduce risk of accidents and insurance claims.

Ability to investigate and report on safety violations and accidents.

Ability to speak and write effectively.

Skill in using a computer and Microsoft Office software.

PREFERRED QUALIFICATIONS

Certification as a Certified Safety Professional (CSP) from the Board of Certified Safety Professionals, or a Certified Safety Management Certificate or equivalent.

Experience in aviation industry safety compliance programs.

Experience in maintenance of traffic (MOT) activities. (VDOT preferred) (VDOT Intermediate Traffic Control Certificate must be achieved during probationary period).

Completion of Virginia Department of Transportation (VDOT) Intermediate Work Zone Supervisor training and certification.

EDUCATION

Bachelor's degree in engineering, Occupational Safety, Industrial Engineering, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Construction Health and Safety Technician (CHST) certification from the Board of Certified Safety Professionals (BCSP) within six months of hire, promotion, or placement in the job.

Completion of Virginia Department of Transportation (VDOT) Intermediate Work Zone Supervisor training and certification within 90 days of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary. Occasional nighttime work may be required.
