Since 1984, INL's Specific Manufacturing Capability (SMC) has served as the U.S. Army's designated Abrams Armor Center of Excellence, leading the manufacture of armor packages for the Abrams main battle tank. SMC provides advanced manufacturing, engineering, and materials science expertise to a wide range of national security programs. SMC Project Managers are responsible for planning, executing, and delivering a diverse portfolio of construction and infrastructure projects, typically totaling $30M annually, in support of SMC operations. This role requires strong technical understanding of engineering and construction processes, disciplined project controls, and the ability to lead projects in a highly regulated, secure mission critical environment.

Responsibilities:

  • Lead medium and largescale construction and capital projects from formulation through execution, turnover, commissioning, and closeout.
  • Develop and manage project baselines (scope, schedule, cost, risk, and quality) in alignment with INL and DOE requirements.
  • Oversee construction activities to ensure compliance with design specifications, safety standards, and performance expectations.
  • Conduct constructability reviews, coordinate design development, and support value engineering efforts.
  • Maintain strong technical comprehension of engineering, procurement, construction, and construction processes, including their interfaces and interdependencies.
  • Utilize construction, operations, R&D, and business systems to ensure project scope is achieved, schedules are met, and work is completed within budget.
  • Ensure all technical and functional requirements specified by the U.S. Army customer are met or exceeded.
  • Develop detailed schedules, forecasts, budgets, and performance metrics; monitor progress and implement corrective actions as needed.
  • Identify, track, and mitigate project risks; maintain risk registers and contingency strategies.
  • Ensure accurate documentation, configuration control, and adherence to quality assurance requirements.
  • Prepare and deliver project status reports to SMC leadership and stakeholders.
  • Establish and maintain strong relationships with internal customers, engineering teams, subcontractors, and external partners.
  • Lead procurement activities including scope development, bid evaluations, and subcontractor oversight.
  • Monitor subcontractor performance, resolve field issues, and ensure alignment with contractual and technical requirements.
  • Provide clear, consistent communication throughout the project lifecycle.
  • Champion INL's safety culture and ensure all work complies with INL, DOE, and federal safety regulations.
  • Support environmental, radiological, and security compliance requirements as applicable.
  • Build and lead multidisciplinary project teams to ensure successful project delivery.
  • Provide guidance, coordination, and leadership to team members, subcontractors, and support personnel.
  • Foster a collaborative, mission focused work environment.
  • Primary responsibility is for infrastructure and construction projects, but may be assigned additional project types based on experience and organizational needs.

Required:

  • Bachelor's degree in applicable engineering field, Project Management, or a related field from an accredited institution.
  • Must have construction background.
  • Relevant experience functioning as a project lead, project manager, or lead role commensurate with level.
    • Level 3 - Bachelors and 5 years, Masters and 2 years or PhD and 2 years
    • Level 4 - Bachelors and 9 years, Masters and 6 years or PhD and 4 years
  • Must have excellent verbal and written communication skills.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.

The ideal candidate will possess:

  • Project Management Professional (PMP) Certificate, Project Management Institute (PMI) Certification, or other equivalent certification.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Idaho National Laboratory is hiring a Project Manager to work on our Specific Manufacturing Capability (SMC) team. Our team works a 4x10 schedule located out of our SMC facility with every Friday off.

  • Level 3/Level 4: The pay range for this position is: Level 3 ($95,256 - $195,288).

    Level 4 $114,360- $234,336). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

  • TDP: this is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
