Location: Remote from Home


Position Overview

The Director of Capture Operations reports to the Vice President Client Engagement and leads enterprise capture execution across federal civilian and defense markets. This role is responsible for building and managing the capture operations framework that supports the identification, qualification, and pursuit of strategic federal opportunities.

The Director will drive pipeline maturation, capture strategy, teaming alignment, and proposal integration, ensuring the organization executes disciplined capture processes from opportunity identification through contract award. This leader will oversee capture resources, coordinate cross-functional pursuit teams, and implement scalable capture methodologies that support growth across the public sector.

The ideal candidate brings a combination of federal business development leadership, capture strategy expertise, and operational management, with deep fmiliarity supporting federal IT services pursuits within the DoD and civilian agencies.


Key Responsibilities
Capture Strategy & Pipeline Management


  • Lead the capture operations function, ensuring disciplined execution across all phases of the business development lifecycle.



  • Manage and mature the federal opportunity pipeline, guiding opportunities through phases including Identification, Qualification, Capture, Proposal, and Award.



  • Establish standardized capture planning methodologies, gate reviews, and pursuit governance.



  • Provide executive recommendations on bid/no-bid decisions, investment priorities, and pursuit strategies.




Market Intelligence & Customer Engagement


  • Conduct and oversee market research, competitive intelligence, and agency mission analysis for targeted federal accounts.



  • Engage with government stakeholders, industry partners, and integrators to identify emerging opportunities and understand customer priorities.



  • Analyze agency operating environments, mission challenges, and technical requirements to develop differentiated solutions.




Capture Execution


  • Develop and lead comprehensive Capture Plans for strategic pursuits.



  • Identify required technical, programmatic, and teaming resources necessary to build competitive solutions.



  • Negotiate and formalize teaming agreements and strategic partnerships.



  • Define and refine win themes, discriminators, and solution strategies to strengthen competitive positioning.




Proposal Integration


  • Partner with proposal leadership to ensure seamless capture-to-proposal transition and execution.



  • Provide strategic inputs for executive summaries, management volumes, and technical narratives.



  • Lead solution reviews, Black Hat sessions, and competitive assessments to improve win probability.



  • Ensure proposal teams remain aligned with the established capture strategy.




Growth Operations & Leadership


  • Oversee capture resources and coordinate cross-functional pursuit teams including solution architects, program managers, pricing analysts, and proposal managers.



  • Identify capability gaps and drive teaming strategies or internal solution development.



  • Support the Chief Growth Officer in scaling capture processes, tools, and reporting across the organization.



  • Foster a collaborative pursuit culture that promotes accountability, innovation, and high win rates.




Required Qualifications


  • Bachelor's degree in Business, Marketing, Engineering, Information Technology, or related discipline.



  • 7-10+ years of experience in federal business development, capture management, or growth leadership.



  • Demonstrated success capturing federal IT services contracts and task orders, particularly within DoD environments.



  • Experience building and executing fully developed Capture Plans for large federal pursuits.



  • Strong knowledge of federal acquisition processes and regulations (FAR/DFARS).



  • Experience utilizing federal opportunity platforms and acquisition tools including:




    • SAM.gov



    • GovWin



    • GovTribe



    • GSA eBuy



    • eGOS



    • FPDS





  • Ability to analyze government requirements and develop technical and management solutions that align with mission needs.
