The Position

Advance your career as an Associate Electrical Engineer with an industry-leading water and wastewater utility. Reporting to a Senior Electrical Engineer, the Associate Electrical Engineer is the registered professional electrical engineer level on the East Bay Municipal Utility District's (EBMUD's) career ladder.

The ideal candidates for Associate Electrical Engineer will have:

*Water and/or wastewater industrial electrical and control engineering work experience.

*Broad, thorough and diverse knowledge of up-to-date power and instrumentation and control systems.

*Experience completing electrical engineering designs including 10%, 50%, 90%, and final design documents including drawings and specifications required as part of infrastructure upgrade or replacement projects.

*Experience coordinating electrical design activities with others including other discipline engineers/workgroups (e.g., mechanical, civil/structural, commissioning, etc.), consultants, contractors, and representatives of other agencies.

*Experience working collaboratively to provide timely and efficient service and have the ability to establish and maintain effective working relationships with others.

*Project management experience and/or experience working as part of a multidisciplinary project team on assigned capital improvement projects.

*Excellent written and communication skills, and experience in conducting meetings and making presentations.

*The ability to explain technical information so that it is easily understood by a non-technical audience.

As appropriate to assignments, Associate Electrical Engineers are prepared to demonstrate proficiency in the following areas, while power systems in design and/or operations experience are desirable.

Project Planning and Management:

Plan and develop project scope, schedule and budget for complex water and other electrical engineering projects; prepare contract bid documents; coordinate the work of multi-disciplinary teams; direct, monitor, and control project activities and ensure compliance with scope, goals, schedules and budgets.

Design:

Research and develop electrical design criteria, project scope and cost, design drawings and specifications for systems and equipment including power distribution systems, water or wastewater treatment plants, pumping stations, and office facilities. Prepare and review electrical power system analysis including load flow, transient motor starting, short circuit, protective relays, and arc flash.

Construction Support and Startup:

Work as part of multi-disciplinary project teams to provide construction support, provide start-up and commissioning support for electrical power distribution systems, motors, generators, and related projects.

Planning, Technical Review and Research:

Plan and perform preliminary design of water supply-related projects; conduct engineering analyses of electrical issues impacting proposed projects; review and evaluate technical reports, proposals and reports, and prepare regulatory permits and associated documentation.

Oral Communication:

Demonstrate excellent public relations and customer service skills in meeting with, and making technical presentations to, groups and individuals including EBMUD personnel and officials, representatives of government agencies, customers, contractors, and members of the general public.

Written Communication:

Prepare concise and accurate engineering reports, correspondence and memos for a wide variety of audiences including EBMUD staff, government and regulatory agencies, contractors, and the general public.

Computer Applications:

Apply electrical engineering software to complete power system studies and designs.

The immediate openings are in the multi-disciplinary Design Division's Electrical Engineering Section which is responsible for preparing electrical engineering studies and designs for capital projects to upgrade or replace power distribution systems in reservoirs, pumping plants, and water treatment facilities. The Associate Electrical Engineers in this section are responsible for preparing construction drawings and specifications including electrical site plans, single lines, conduit and cable schedules, wiring diagrams, instrumentation diagrams, and design details for various electrical systems including mechanical and process equipment, switchboards/switchgears, motor control centers, heating, air conditioning, and lighting. Responsibilities also include providing electrical engineering support and expertise during the planning and construction phase of projects and to other EBMUD workgroups such as maintenance and construction in the areas of power systems, technologies, materials, equipment, and construction methods.

The ideal candidates will have strong technical expertise in power system engineering and analysis, corrective, predictive, and preventative maintenance standards, and project management experience. Under supervision, these positions perform a variety of electrical engineering design work related to the planning, design, construction, and operation of facilities within a large municipal water treatment and distribution utility. They will also possess the ability to learn and develop new areas of expertise as required by the tasks assigned to them.

Due to the specialization of work done by the section, incumbents should have a thorough knowledge of electrical engineering principles, codes, standards, practices, and methods as applied to the design, construction, installation and testing of power distribution including medium- and low-voltage systems, motor control, process control, telemetry, automation, and electronically based systems.

In addition, ideal candidates will have excellent communication skills, both oral and written; the ability to make technical and non-technical presentations to both professional groups and lay audiences including board committees, other agencies, and the general public to present the results of studies and capital improvement projects; and project management experience.

Positions may be eligible for a hybrid onsite and work from home arrangement based upon terms agreed upon between the employee and supervisor. Some specific job duties will require the incumbent to report in-person.

The salary range is $13,161 per month increasing to $13,819, $14,510, $15,236 and $15,998 after 6, 18, 30, and 42 months, respectively.

Requirements

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1.A bachelor's degree in an ABET-accredited electrical (or closely related) engineering curriculum OR a California EIT Certificate;

2.Four years of professional electrical engineering experience (subsequent to obtaining the degree); AND

3.California registration as a Professional Electrical Engineer.

Must possess a valid California driver's license and have a satisfactory driving record. Must be willing to work overtime when needed. Must possess the physical characteristics to perform the critical and important duties of the position including both office and field duties.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, April 3, 2026. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for May 2026.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, and may be considered to fill other Associate Electrical Engineer positions occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
