East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for a Senior Human Resources Analyst position in the Employee and Organizational Development Division (EOD). Reporting to the Division Manager, the individual selected will work with a team of Learning and Development professionals to meet EBMUD's strategic goal of creating an environment that attracts, retains, and engages a high performing diverse workforce in support of EBMUD's mission. As part of the EOD team, the Senior Human Resources Analyst is responsible for:
*Designing, developing, instructing, and evaluating leadership development programs.
*Designing, developing, and instructing career and professional development training programs.
*Working as an internal consultant on organizational development projects; team building, process consulting, change management, knowledge management, meeting design and facilitation.
The idea candidate will have:
*Professional experience including three years in an OD specialization: leadership development, emotional intelligence, career development, coaching, change management, and organizational effectiveness.
*Training or process certifications in the following are preferred: DDI, Leadership Challenge, DiSC, Five Behaviors, Emotional Intelligence, Change Management (Prosci).
*Expertise with facilitating leadership development programs, offsite retreats, and other team development activities.
*Knowledge of building internal mobility programs.
*High level of competence with instructional design, writing and updating training curriculum, and developing learning experiences for a variety of training modalities.
*Excellent communication skills with an ability to deliver compelling messages concisely.
*Ability to manage multiple competing interests with diplomacy and tact; be experienced in guiding conflict resolution; work collaboratively and effectively with employees at all levels of the organization; and be able to respond to changing demands with flexibility and innovation.
*General knowledge of contemporary principles and practices of supervision (including inclusive leadership), assessing training needs, and evaluating training programs.
*Ability to direct and review the work of others; write and speak effectively; prepare effective correspondence, memoranda, and reports; develop and maintain effective working relationships, confidence and trust of EBMUD's managers, supervisors, employees and the public; persuade, influence, and negotiate; exercise sound judgment in dealing with others where relations may be strained; work under pressure; and coordinate several projects or assignments concurrently.
*Excellent skills in building trusted relationships at all levels of the organization.
*Working knowledge of change management practices.
The annual salary is $133,776 up to $202,896. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($173,904 per year).
A flexible/hybrid work from home schedule may be available after several months for some positions in this job classification.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.
5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
