POSITION SPECIFICS

The Controller's Office at the Penn State College of Medicine in Hershey, PA, is seeking a Financial Specialist - Senior Professional. The Financial Specialist supports the department chair under the COM controller's office. The financial specialist will provide oversight of grant, budget and fiscal matters. Specialist responsibilities include managing department(s)/unit(s) on budget and grant management, financial controls, and policy and procedure. Specialist responsibilities include overseeing the department(s)/unit(s) full financial portfolio to ensure efficient operation and allocability of the department's finances.

  • Serve as knowledge expert to departments on budget management, grant management, financial control and policy/procedures
  • Manage LD plans for accurate allocation of funded efforts;Prepare and submit salary distributions, salary redistributions, and wage transfers
  • Responsible for fielding and answering questions related to the reconciliation and management of grant, internal and clearing accounts for administrative area; make adjustments as needed and resolve problems
  • Compile data for analysis and forecasting purposes; run reports as needed for administrative area
  • Review and approve of financial documents, transactions, PO's, change orders, etc.
  • Responsible for performing assigned fund/Grant management; assist with annual budget processes for administrative area, including operating budget preparation
  • Understand award guidelines, regulations and policies to effectively manage grants.
  • Grant expert on Uniform Guidance and Penn State grant policies.
  • Utilize best management practices for awards including tools to track post-award documentation due dates, including process to ensure compliance to award's terms and conditions
  • Maintain controls for administrative area; manage budget and grant authorizations; approve routine journal vouchers and prepare complex correcting entries
  • Assign budget sources for expenditures to ensure visibility of spend on internal and external budgets
  • Analyze and verify funding sources to ensure appropriate spending
  • Prepare financial summaries and any other specialized reports for presentation
  • Ensure grants are set-up in SIMBA (internal accounting system), prepare budget revisions, process no-cost extension requests and other special approval requests, close accounts.
  • Prepare monthly/quarterly/annual reports for sponsor, development, and corporate foundations review and approval
  • Maintain knowledge of funding policies, regulations and procedures to assist with the administration of awards and to assist in the determination of the allocability, allowability, reasonableness and consistency of costs.

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

Bachelor's Degree 6+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $68,200.00 - $102,300.00.
