Provide strong organizational, problem-solving, and project coordination support for administrative, acquisition, and program management activities. Respond efficiently to quick-turn government requests for program, project, acquisition, and administrative support. Review office operating practices and provide recommendations for new or improved methods, processes, and initiatives related to administrative, acquisition, and grants coordination; assist with implementation of approved improvements. Support and coordinate responses to government data calls, including gathering, validating, analyzing, and presenting data. Perform data analysis and reporting, including pulling reports, compiling metrics, and developing summaries to support leadership decision-making and NOAA staff for program oversight and reporting. Develop, review, and edit a wide variety of documents and briefing products, including reports, presentations, correspondence, and communications materials. Work in various databases and spreadsheets; provide expertise in Microsoft PowerPoint, Word, Excel, Google Slides, Docs, and Sheets, and other types of briefing products. Coordinate and track program accomplishments and activities; support recurring and ad hoc reporting requirements. Maintain, distribute, and manage documents and information such as meeting materials, notes, action items, summaries, and reference files. Assist with developing and executing strategies for efficient and effective internal and external communications. Manage and support administrative processes and trackers, including but not limited to obligations tracking, Common Access Card (CAC) processing and coordination, property management support, and cooperative agreement (Coop) planning and coordination. Provide supplemental support to fill operational gaps within the management office, including assistance with safety-related activities and continuity during staff transitions. Perform analytical and management functions to support the planning, implementation, and monitoring of projects. Conduct grant program reviews and develop recommendations to improve program effectiveness and compliance. Contribute to program evaluation and analysis efforts, including assessing outcomes, performance, and operational efficiency. Support the design, implementation, and management of grant programs and cooperative agreements. Monitor day-to-day grant programming activities, including monitoring grantee performance and compliance. Provide grantee assistance by responding to requests for information and delivering technical assistance as needed. This role may include opportunities for telework, subject to customer and business considerations
Required Qualifications
Master's or Doctoral degree from an accredited university; an equivalent combination of education and relevant experience may be considered in lieu of an advanced degree. Six (6) or more years of experience in management, administrative support, program coordination, acquisition support, or a related field. Demonstrated experience with data analysis, reporting, and development of management-level briefings. Proficiency with Google Workspace (Google Suite) tools (e.g., Sheets, Docs, Slides, Drive, Gmail) for documentation, analysis, collaboration, and reporting. Strong skills in Microsoft Office tools, particularly PowerPoint, Word, and Excel. Excellent organizational skills with the ability to manage multiple priorities and diverse tasks in a deadline-driven environment. U.S. Citizenship required, with the ability to obtain and maintain a government Public Trust in accordance with contract requirements.
Preferred Qualifications
Prior experience supporting NOAA or other federal scientific, environmental, or mission-focused agencies. Familiarity with federal administrative, acquisition, grants, and cooperative agreement processes. Experience supporting safety programs or continuity of operations during staffing transitions.

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $72,681.00 - $132,308.00
