About the Opportunity
The Accounting Technician - Advanced Level - serves as a member of the UNC System Office finance team, responsible for
performing advanced accounting and financial operations. The position focuses
on accounts payable, cash management, and tax compliance, ensuring financial
accuracy, efficiency, and adherence to state and federal regulations. This role
oversees the Procure-to-Pay (P2P) process, managing vendor payments, employee
reimbursements, and travel transactions through systems such as Concur and VISP.
The technician audits and approves payments, ensures compliance with
institutional and state policies, maintains 1099 and NC 4% reporting, and
performs complex reconciliations to ensure accurate financial records and
proper cash management.

The incumbent provides technical expertise
and analytical support for enterprise financial systems, develops and refines
accounting procedures, and participates in testing and implementing new
processes. As a subject matter expert, the technician identifies workflow
issues, resolves discrepancies, and supports process improvements that enhance
operational efficiency. Working closely with the Accounting Manager, Financial
Analyst, and Systems Accountant, the technician collaborates with internal and
external partners to address accounting inquiries and ensure compliance with
the Office of State Controller and Department of State Treasurer guidelines.
Strong communication and professional judgment are essential in this role.

The Accounting Technician -
Advanced Level - is a key contributor to the UNC System Office's financial
integrity and operational excellence. Through diligent oversight of financial
processes, the position helps maintain transparency, accountability, and compliance
across all accounting and cash management functions.

This position is a hybrid work arrangement and will work at least three days per week onsite at the Dillon building in downtown Raleigh's Warehouse District. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.

About the UNC System Office

The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.

About the Team
The Finance and Administration division works as staff to the Board of Governors, president, and chief operating officer to support the financial management of the UNC System. This includes the areas of budget development and execution, facilities, property, capital construction, debt management, procurement policy, tuition and fee development, efficiency efforts, and analysis of policy changes with a fiscal impact.

Minimum Education, Experience, and Skills
High school diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience.

Preferred Education, Experience, and Skills
Technical Knowledge:
-Knowledge of government accounting methods, procedures, and accounting practices to perform the work.
-Basic knowledge of program laws and regulations needed to perform the work.
-Knowledge of a variety of technology, financial systems, and software packages to create and maintain data.
-Ability to develop formulas for spreadsheets.
-Ability to verify and ensure accuracy and validity of transactions. Ability to examine accounting records to assure adherence to accounting standards and regulations.
-Ability to maintain and manage accounting records of moderate variety and complexity.
-Experience with IRS and NC tax compliance, including 1099 and 1042 reporting.
Problem Solving:
-Ability to select best solution from several options or where no precedent exists.
-Ability to make suggestions for and/or implement process improvements in the work unit.
-Ability to interpret oral and/or written guidelines to solve problems.
-Strong interpersonal skills with the ability to explain financial concepts and resolve issues professionally.
