Weston Solutions is seeking a highly skilled Client Sector Leader with Program Management experience to lead complex infrastructure, facilities, and environmental programs with a strong focus on Navy & Marine Corps installations and related operations. This role combines full program/contract oversight for Federal/DOD clients (including AF/Army/Navy, CONUS and OCONUS), and sector leadership responsibilities focused on market strategy, client development, and profitable growth within Navy & Marine Corps and broader Federal facilities and infrastructure programs.

The ideal candidate has a strong technical, engineering or related background, strong experience with Navy & Marine Corps programs, operations and shore facilities, and a proven track record leading multidisciplinary teams and growing Federal programs.

Location: CONUS (U.S.); preferably within the geography of a NAVFAC Command Center and proximity to Weston offices preferred (West Chester, Denver, Norfolk, etc.), with travel to client and project sites (CONUS and OCONUS) as required.

Expected Outcomes:

  • Provide end-to-end program oversight for assigned contracts, including fiscal and administrative management (budgeting, forecasting, and performance reporting), to ensure safe, compliant delivery aligned with scope, schedule, and client expectations.
  • Oversee quality assurance across all task orders and program deliverables, ensuring technical accuracy, compliance, documentation standards, and timely delivery of required reports and submittals.
  • Lead capture and proposal efforts by developing winning strategies and managing the development of compliant, high-quality proposals, qualifications packages, and client presentations in coordination with technical and execution teams.
  • Maintain proactive communication with clients and Weston leadership-providing timely updates, escalating risks/issues, and driving alignment on priorities, decisions, and agreed actions.
  • Maintain Weston's reputation by ensuring professional, technical, and ethical standards are upheld by all program staff in dealings with clients, agencies, vendors, and subcontractors.
  • Develop and maintain strong client relationships-particularly with NAVFAC, CNIC, and other organizations-while marketing Weston's capabilities and representing the firm in client meetings, presentations, and industry organizations to identify, pursue, and close growth opportunities and strengthen Weston's market presence.
  • Anticipate and forecast client/sector demand by tracking missions, budgets, and emerging requirements, and communicate insights internally to align pursuit priorities and proactively address resource and capability gaps.
  • Lead and oversee multidisciplinary execution teams and operate effectively in a matrix organization to align cross-functional resources, ensure coordinated delivery, and maintain accountability across priorities, schedules, and resources.
  • Develop and implement sector marketing and branding plans in partnership with Sales & Delivery (messaging, collateral, campaigns, and thought leadership) to strengthen market visibility and support pipeline growth.

Knowledge, Skills & Abilities:

  • Bachelor of Science degree in Civil, Chemical, Mechanical Engineering, or a related STEM discipline from an accredited institution.
  • Minimum of 10 years of progressive experience managing Federal environmental, facilities, and/or infrastructure programs, with 15+ years of experience preferred, including:
    • Experience in the design, inspection, testing, operation, construction, and renovation of facilities and infrastructure.
    • Experience delivering environmental and infrastructure services for DOD executing agencies at CONUS and OCONUS locations.
    • Experience across the technical aspects of engineering, construction, public works, and environmental program execution.
  • Demonstrated experience with Navy and other DOD environmental and facility programs, including:
    • Understanding of Navy organizational structure and familiarity with the operation of the major NAVFAC Divisions and CNIC.
    • Knowledge of Navy & Marine Corps shore facility operational requirements, priorities, and programs, and insight into future opportunities, funding streams, and markets relevant to Weston.
  • Preferred experience as a Project Manager, Program Manager, and/or Business Development Manager for Navy and other DOD customers, including capture planning and proposal development.
  • Demonstrated progression in supervisory accountability and authority over client relationships, client accounts, projects, programs, people, and budgets.
  • Knowledge of the community of DOD contractors and subcontractors (competitors and potential teaming partners) pursuing work with NAVFAC, CNIC, and other DOD clients.
  • Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance relevant to environmental, facilities, and infrastructure programs.
  • Recognized as a leader in the business by client key decision makers, peers, and independent organizations within the industry (preferred).
  • Excellent communication and interpersonal abilities, including experience interfacing with senior client representatives and internal leadership.
  • Strong commitment to quality, safety, and compliance.
  • Strong fiscal and administrative acumen, including forecasting, budgeting, reporting, and performance tracking.
  • Professional registrations and/or advanced degrees (e.g., engineering, architecture, construction management, MBA, Engineering Management, or related field) are preferred.

Compensation will vary based upon experience, education, skill level, and other compensable factors.

Salary Range: 171,585 - 227,653 - 283,823
