JOB SUMMARY

The Director of Access and Financial Clearance provides oversight for the strategic, administrative, operational, and regulatory activities related to ensuring access and financial clearance of patients to Stanford Children's Health (SCH). This position has administrative responsibility for patient admission and financial clearance operations and activities involving services rendered at Lucile Packard Children's Hospital Stanford (LPCHS), and oversees and supports patient financial clearance activities for services rendered elsewhere in SCH, including Faculty Practice Organization (FPO) clinics and services and Packard Children's Health Alliance (PCHA) practices. In executing these responsibilities, the Director of Access and Financial Clearance works across the organization to deliver the best possible patient financial experience.

ESSENTIAL FUNCTIONS

Must perform all duties and responsibilities in accordance with the hospital's policies and procedures, including its Service Standards and its Code of Conduct.

  • Based on the vision and direction of the CFO and Vice President, develops the strategies, objectives, goals, policies and procedures for the department. Implements necessary measures to achieve these stated objectives and goals, following through to ensure that objectives are met or exceeded.
  • Supports VP and SCH Leadership in key governance processes, e.g. payor authorization compliance, EPIC Welcome implementation, access benchmarking, patient portal enhancement, revenue cycle optimization, etc. with identification and resolution on complex priorities and challenges.
  • Creates the vision for and provides organizational leadership of the Access and Financial Clearance department in support of the SCH organizational goals and strategies.
  • Develops and administers a fiscally responsible department budget consistent with the department's goals, objectives, and performance improvement plans.
  • Establishing, deploying, and enforcing registration standards that ensure regulatory compliance, patient safety, financial integrity, and timely, efficient, and equitable patient access throughout the enterprise.
  • Ensuring financial clearance of patient care services (e.g. insurance verification, pre-authorization, patient estimate delivery, financial counseling, etc.) to support strong financial performance and preeminent patient financial experience.
  • Collaborating on the development and delivery of SCH revenue cycle vision, strategies, goals, and objectives, under the direction of the VP of Revenue Operations, that support the strategic vision, goals, and objectives of SCH at large.
  • Develops and implements department and organization policies and procedures designed to provide safe, efficient, and compliant patient access, registration, and financial clearance.
  • Serves as an SCH resource for compliance with The Joint Commission, CMS, other governance organizations, and payor contracts associated with pre-authorization, registration, and patient financial communication. Ensures all areas of oversight perform functions in compliance with local, state, and federal laws and regulations and in accordance with SCH policies and code of conduct.
  • Leads the department and the organization to ensure all patient registration, patient admission, and financial clearance activities are completed timely and accurately and in compliance with regulatory and legal requirements.
  • Hires and develops department leadership staff appropriate to the unique needs of LPCH. Coaches, trains and mentors staff to assume increasingly complex management and technical responsibilities.
  • Collaborates with clinical, operational, revenue cycle, and IS leaders (including executives, Directors, Managers, and staff supporting hospital patient care services, FPO, and PCHA) to ensure access and financial clearance processes support access goals and objectives, standard work best practices, and financial performance needs.
  • Coordinates with the Committee Chairperson(s) to develop agendas, projects, and activities of the SCH committees directly supporting as access and financial clearance including, but not limited to: Registration Scheduling Design Committee, Authorization Referral Design Committee, Master Patient Index (MPI) Governance Committee, Front Desk Council, Ambulatory Leadership Committee, Revenue Cycle Workflow Committee, New Department Meetings, IS training and Access teams meetings.
  • Collaborates with service line leaders and medical staff leaders to develop and deploy referral and authorization best practices including, but not limited to: documentation, coding, and Epic workflows.
  • Collaborates with revenue cycle and managed care colleagues to ensure compliance with pre-certification, admission notification, authorization, and other financial clearance contract terms, payor policies, and state and federal regulations.
Qualifications

MINIMUM QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Education: Completion of a bachelor's degree or post-baccalaureate degree from an accredited college or University.

Experience:

  • Seven (7) years of progressively responsible and directly related work experience.
  • Five (5) years of experience as a department manager in an acute care academic medical center with ambulatory clinics or a large multi-specialty clinic.
  • Five (5) years management experience in a specialized children's hospital or an academic medical center including a children's hospital (preferred).

License/Certification: N/A

KNOWLEDGE

These are the observable and measurable attributes and skills required to perform successfully the essential functions of the job and are generally demonstrated through qualifying experience, education or licensure/certification.

  • Knowledge of access and financial clearance practices including patient registration insurance and benefit verification, referral and pre-certification practices, patient estimate creation and delivery, financial counseling, financial assistance processes, and vendor management.
  • Knowledge of data collection, data quality assurance, and reporting methods.
  • Knowledge of electronic medical record systems and their application in an acute care facility.
  • Knowledge of The Joint Commission requirements and local, state, and federal regulations governing the operation of health care facilities.
  • Strong written and oral communication skills with the proven ability to communicate effectively to a wide range of audiences, including clinicians, executives, staff, and patients.

Pay Range

Compensation is based on the level and requirements of the role.

Salary within our ranges may also be determined by your education, experience, knowledge, skills, location, and abilities, as required by the role, as well as internal equity and alignment with market data.

Typically, new team members join at the minimum to mid salary range.

Minimum to Midpoint Range (Hourly): $67.80 to $89.91
