1. Deep Understanding of Infrastructure & Team Capabilities

The candidate must thoroughly understand:

  • Firewall and network security capabilities
  • Compute, processing, and storage functions

  • How infrastructure components support enterprise programs

  • Communicate weekly to leaders regarding project/program portfolios
  • Articulate status across ~13 initiatives (major projects + supporting efforts for other enterprise areas like Commonwealth and Stability)
  • Identify risks early ("trending toward amber/red") and escalate proactively
  • Understand organizational priorities and guide leaders through decision-making
  • Operate as a strategic advisor who fully understands the portfolio

This requires exceptional communication, professionalism, and executive presence.

3. Program Management Responsibilities

For enterprise-level initiatives , this person will be the face of the program, accountable for cross-functional movement and alignment.
Key responsibilities include:
  • Leading bi-weekly steering committee meetings
  • Managing RAID logs and dependency tracking
  • Ensuring proper communication flow to product owners and partner organizations
  • Holding partner RTEs and Scrum Masters accountable for delivery dependencies
  • Driving visibility, traction, and alignment across all impacted areas

They must be capable of steering enterprise programs independently and confidently.

4. RTE Responsibilities

This role is the primary coach and operational leader for all teams
Key expectations:
  • Oversee 12-14 teams and ~7 Scrum Masters
  • Deliver world-class operational process execution
  • Host quarterly PI planning and ensure readiness
  • Maintain backlog health and adherence to EPMO standards
  • Perform governance: audit ceremonies (standups, demos, sprint kickoffs) on a quarterly rotating cadence
  • Evaluate team metrics, goals, and performance
  • Coach Scrum Masters on Agile delivery, executive-level reporting, and communication
  • Expert-level Agile knowledge, including dashboards, roadmaps, Jira usage, and dependency management
  • Strong understanding of Waterfall, because executive communication and steering structures follow that model

This person must be an expert-level delivery leader-someone teams look to for guidance and resolution.

5. Executive Presence & Leadership Qualities

The ideal candidate must:
  • Communicate strategically and concisely with SVP-level executives
  • Confidently push back on senior leaders in a polished, respectful way
  • Protect and advocate for their teams
  • Clearly articulate issue-resolution processes-not just outcomes
  • Demonstrate strong problem-solving and structured thinking
  • Bring a high degree of professional maturity and influence
