a list for future openings in other departments.
DEFINITION
Under general supervision, performs complex technical inspection work involving major public works construction and improvement projects; coordinates, assigns, and monitors the work and technical activities of subordinate Engineering Inspectors engaged in the inspection and contract administration of public works construction and improvement projects within the city; assists in overall project administration; and performs related work as required.

CLASS CHARACTERISTICS
Positions in this class act as the Senior or Lead Engineering Inspector and are responsible for the inspection and technical supervision of public works construction projects in the city. Positions in this class participate fully in the work of the Engineering Inspectors; assigns, monitors, coordinates, and participates in the evaluation of the work of subordinates. The incumbent is responsible for a high level of contact with contractors and the general public. Positions in this class have some independence in selecting work methods from a variety of standard methods or procedures. Instructions given by the supervisor generally do not provide all of the information needed to complete the assignment. Incumbents are expected to resolve most problems confronted through the application of judgment and precedent, referring to the supervisor only those which involve the establishment of new procedures, deviate from approved plans or which involve solutions which are inconsistent with departmental procedures and policies.

Examples of Duties

Performs inspections and contract administration on routine and more complex municipal capital improvement projects; coordinates, monitors, and supervises the technical activities of engineering inspectors; prepares written reports on inspection activities and reviews monthly pay estimates; makes difficult mathematical estimates concerning inspections of municipal facilities, such as for project estimates, earth work computations, progress estimates, and construction reports; responds to requests from the public, private engineers, and contractors regarding proper construction and maintenance techniques utilized in municipal construction projects; reviews subordinates' daily reports, cost estimates, field changes, contract bid items in preparation of payment, and as-built drawings; approves progress payments; issues permits; assures funding payments to the city for projects; assists the Construction Manager in general project administration, preparation of staff reports for City Council, preparation of the section budget, and employee evaluations; assists in the development and administration of safety and training programs; and performs related tasks as required.

Typical Qualifications

LICENSE REQUIRED

  • Possession of a valid and appropriate California Driver's License.

EDUCATION AND EXPERIENCE
  • Any combination of education and experience equivalent to:
Education:
  • At least 30 units of college level coursework in Civil Engineering, Surveying, Industrial Technology, Construction Technology, or closely related field.
AND
Experience:
  • Five (5) years of public works construction supervision or public works construction inspection experience.

QUALIFICATIONS
Knowledge of:
  • City Public Works Standard Specifications, State Standard Specifications, and applicable State and local laws;
  • Construction and testing materials in the field and laboratory;
  • Methods and practices involved in engineering, building construction, and inspection procedures;
  • Surveying techniques;
  • Construction project related mathematics, i.e., algebra and trigonometry;
  • Principles and practices of supervision and training;
  • Appropriate safety precautions and procedures.
Ability to:
  • Interpret construction plans and specifications and to determine whether construction is in conformance with them;
  • Enforce the provisions of specifications with firmness and impartiality; Perform difficult technical computations and make estimates of materials;
  • Detect substandard design, materials, and workmanship in construction projects;
  • Prepare comprehensive technical reports;
  • Establish and maintain an effective working relationship with coworkers, contractors, engineers, and the general public;
  • Coordinate and supervise the work of subordinates;
  • Communicate effectively both in writing and orally.

PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Strength: Medium-work lifting, carrying, and/or pushing objects weighing up to 50 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds.

Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%. Applicants receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California driver's license and good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.
