Overview

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Environmental Specialist in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).



Essential Functions and Job Responsibilities

Provide environmental and regulatory technical support to the Navarro-ATL project, developing regulatory analyses, procedures and solutions to complex environmental issues. Supports the planning, development, implementation and oversite of procedures and/or work packages that are used to comply with environmental program requirements including air, wastewater, and RCRA, drinking water and site excavation permits and licenses. Environmental management support will be required to interpret and resolve permit conditions to ensure compliance and to maintain operations in a compliant manner. Serves as organizational representative for interaction with DOE and regulatory agencies.

Under general supervision:

    Provide technical support for programmatic activities and permitting/field compliance.
  • Conduct more complex operations, data collection, and trending; coordinate preparation of periodic reports.
  • Provide environmental services to projects and operations; coordinate environmental regulatory interactions.
  • Prepare environmental presentations.
  • Conduct training, contingency plan implementation, and inspections.
  • Develop environmental procedures and standards.
  • Ensure projects and operations achieve environmental compliance and stewardship.
  • Review proposed facility changes to determine if changes to equipment and instrumentation will affect the data collection and reporting systems.
  • Track/develop data for input to reports to maintain compliance with permit and regulatory deadlines; identify reporting data issues that should be brought to the attention of management.
  • Correspond with management, site contractors and regulators.
  • Other duties as assigned.


Minimum Requirements

  • BA/BS Degree in related discipline and 2 years relevant experience or an equivalent combination of education and experience.


Desired Qualifications

  • Working knowledge of air, water, and hazardous radiological waste environmental regulations, permit compliance, monitoring techniques and methodologies.
  • Knowledge/experience in working with government agencies, preferably with the US Department of Energy and the Washington State Departments of Ecology and Health, EPA, and NRC.
  • Knowledge of Washington State environmental regulations, tri-party agreement and Federal regulations


Compensation

Grade 16: $90,150 - $113,550

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
