JOB SUMMARY: The Assistant Communications Supervisor provides direct supervision of personnel within the police department's Emergency Communications Center. S/he is responsible for assisting the Communications Supervisor with planning, organizing and coordinating all emergency and non-emergency operations for the Police Department. Consistently communicating or overseeing personnel communicating with First Responders and Citizens simultaneously in great distress, harm, fear or injury. Under general direction, s/he performs work of considerable difficulty in supervising and directing employees engaged in dispatching emergency police equipment on an assigned shift, including providing training. General supervision is provided by the Communications Supervisor.

Example of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Assists with supervision, training, coaching, counseling, and evaluating the personnel assigned to the Emergency Communications Section. Assists the Supervisors of Emergency Communications with scheduling of assigned shift personnel. Assists with ensuring that off-duty employees are contacted and the necessary adjustments are made in shift schedules. Assists with conducting, supervising and participating in the training of employees on Police dispatch procedures, equipment, and performance expectations. Acts as liaison with other police and fire agencies in the state and county. Works collaboratively with managers, supervisors and others contacted during the course of work in a manner that enhances the Department's potential for accomplishing it's mission. Assists with interpreting and implementing Department General Orders and Division policies and procedures. Participates in the maintenance of records and files necessary to the dispatch function. Receives problems and complaints regarding specific incidents and refer to Supervisor of Emergency Communications. Assists with monitoring and delegating court paperwork entry such as warrants, summons etc. Assists with the investigation of complaints against personnel and responds in a manner that results in appropriate complaint resolution. Makes recommendations for disciplinary actions. Assists with preparing, maintaining, and revising procedure manuals. Assists with making recommendations for updates of automated files for a computer aided dispatch system. Due to the unpredictable nature of emergency work, it is essential that incumbents assigned to this classification be capable of working hours beyond their assigned shifts. Performs other duties as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be a U.S. Citizen and at least 18 years of age. REQUIRED EDUCATION AND/OR EXPERIENCE: High school diploma or General Education Diploma (GED). Three (3) years or more experience in a PSAP (Public Safety Answering Point) or Dispatch Center. One (1) year of experience as a Communications Training Officer (CTO). Demonstration of increased responsibilities and experience in an emergency communications environment. REQUIRED CERTIFICATES AND/OR LICENSES: Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. Certifications from IAED (International Academy of Emergency Dispatch) for Emergency Medical, Emergency Fire and Emergency Police Dispatch or ability to obtain within one (1) year of employment. The employee must maintain the certifications for the duration of their employment. CN1 Certification in METERS (Maryland Electronic Telecommunications Enforcement Resource System) or ability to obtain within one (1) year of employment. The employee must maintain the certification for the duration of their employment. CPR Certification or ability to obtain within one (1) year of employment. The employee must maintain the certification for the duration of their employment. REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.): Knowledge of principles of supervision, training, coaching and evaluation necessary to perform the duties of a first- line supervisor. Knowledge of principles of appropriate conflict resolution techniques. Knowledge of principles and procedures related to the operation of computer aided dispatch systems. Knowledge of principles and practices of office management, record keeping, and scheduling. Knowledge of department General Orders and precedents pertaining to the dispatching of emergency equipment. Knowledge of standard radio and telephone communications receiving and transmitting equipment. Knowledge of standard broadcasting procedures and rules. Knowledge of the operation of common radio dispatch equipment; public safety classification codes. Ability to plan, organize, and review the work of subordinates. Ability to supervise, train, coach, and evaluate subordinates. Ability to exercise good judgment and make sound decisions when dealing with workplace conflict. Ability to exercise independent judgment and work with a minimum of supervision. Ability to facilitate meetings and gather input to facilitate change. Ability to write clear and concise reports. Ability to provide specific feedback and counseling to employees as it relates to job performance. Ability to speak clearly and precisely. Ability to effectively communicate with and elicit information from upset and irate citizens. Ability to understand and follow oral and written instructions.

Physical Requirements

Primary functions require sufficient physical ability and mobility to work in an office and emergency dispatch center setting; to stand or sit for prolonged periods of time (sometimes without the ability to move at will); to occasionally stoop, bend, kneel, crouch, reach, and twist; to occasionally lift and move less than 20 lbs. short distances, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including frequent use of a computer keyboard, and to verbally communicate to exchange information. Incumbents must be able to coordinate movement of more than one limb simultaneously and make fine, highly controlled muscular movements using a variety of computers and communications equipment. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction, giving the jobholder the ability to hear alarms and other auditory warning devices.
