Overview

Under general supervision, Construction Management Specialists serve as assistants to the Resident Engineer on the construction phase of a single, complex public works project or multiple projects of less complexity. The Construction Management Specialist assists in ensuring that projects are constructed in accordance with plans and specifications, the Public Contract Code, and prudent construction management procedures.


Responsibilities

Knowledge of:

  • Principles and practices of construction inspection.
  • Principles and practices of contract administration.
  • Principles of construction law and the Public Contract Code.
  • Construction project scheduling, cost estimating, materials, and claims analysis.
  • Construction methods and techniques.
  • Construction Change Order review and preparation.
  • Various computer software programs used for construction management.

Ability to:

  • Prepare technical reports.
  • Read and interpret plans and specifications.
  • Understand, interpret and enforce compliance with plans, specifications, bid documents, and contract provisions.
  • Inspect materials and workmanship for safety hazards or construction problems.
  • Assist with the preparation of project budgets.
  • Maintain effective relationships with County employees, consultants and contractors.
  • Assist with training and giving directions to construction inspection personnel in order to ensure critical areas are being inspected and proper records and documents are attained.
  • Present solutions and options to less complex construction field problem.
  • Write and review basic change orders, board letters, claims, correspondence to contractors, specifications and contract documents.
  • Make written and verbal presentations to small civic groups and the general public in order to provide information on the status of construction projects.
  • Communicate clearly and effectively orally and in writing.

Qualifications

Either: 1. A Bachelor's Degree from an accredited college or university in Construction Management.

Or: 2. A Bachelor's Degree from an accredited college or university in engineering.

And

One year of full-time experience acting as a project manager or owner's representative on public works construction projects.

Or: 3. Two years of full-time experience supervising staff engaged in the inspection of buildings, highways, streets, water/wastewater facilities, drainage construction, or other public works infrastructure projects.

Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Requirements

Driver's License: A valid California Driver's License, Class C or higher is required prior to appointment to this class. Failure to maintain the appropriate California Driver's License may constitute cause for termination from the class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Physical Abilities: Frequently walk, bend, stoop, squat, kneel, crouch, and reach above the shoulder. Lift and carry up to 50 pounds.

Working Conditions: Work in an office setting or field project trailer with limited amenities. Incumbents also are required to work out-of-doors and in all kinds of weather.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range

USD $38.00 - USD $40.00 /Hr.
