Who we are and what we do:

The Tennessee Emergency Communications Board (TECB) assists the State's 100 emergency communications districts in management, operations, and accountability. It is responsible for establishing emergency communications for all citizens of the State through its Next Generation 9-1-1 network. The TECB also sets technical, and operational standards.

How you make a difference in this role:

The TECB E-9-1-1 Technology Consultant acts as the technical leader for Tennessee's emergency communications system. This role offers strategic oversight of 9-1-1 technology, network operations, and project management while ensuring adherence to federal and state technical standards. The E-911 Technology Consultant oversees the planning, implementation, and maintenance of 9-1-1 systems, supporting operational continuity and providing guidance to emergency communications districts.

Key Responsibilities:

1. Provide expert technical leadership and advisory services to TECB and emergency communications districts on E-9-1-1 systems, network operations, and system integration.

2. Monitor and maintain network performance across the state, proactively identifying and resolving technical issues to ensure the continuous operation of 9-1-1 systems.

3. Ensure statewide compliance with federal and state technical standards, regulations, and best practices, including routine audits and reporting.

4. Manage and oversee statewide technical projects, including system upgrades, equipment deployments, GIS mapping initiatives, and software implementations, ensuring projects are completed on time, within budget, and according to specifications.

5. Develop, maintain, and update schematics, technical documentation, and network diagrams for each 9-1-1 center.

6. Evaluate and improve backup, redundancy, and contingency plans to minimize system downtime during emergencies or equipment failures.

7. Provide on-site technical consultation and support to emergency communications districts as required.

8. Serve as the primary point of contact for district personnel regarding technical issues, offering expert guidance, troubleshooting, and practical solutions.

9. Lead cross-functional teams for technology initiatives, coordinating internal and external resources to achieve operational objectives.

10. Collaborate with TECB leadership to identify trends, emerging technologies, risks, and opportunities for improving statewide emergency communications technology.

11. Conduct training sessions and workshops to improve technical knowledge, network compliance, and operational efficiency within districts.

12. Advise TECB leadership and districts on procurement strategies, vendor selection, and contract evaluation for technical solutions.

Minimum Qualifications:

At least five (5) years of full-time professional experience managing emergency communications, telecommunications, or network operations, including providing technical guidance, support, and customer service to diverse stakeholders. Bachelor's degree in electrical engineering, telecommunications, computer science, or a closely related technical field. Advanced technical certifications or graduate-level coursework preferred.
