About the Hiring Group

RTI is seeking a strategic and collaborative partner to join our team as a Senior Workforce & Knowledge Specialist. This role provides an opportunity to apply expertise in workforce coordination, knowledge management, or a combination of both, depending on the candidate's strengths, experience and organizational priorities:

Knowledge Management: Develop and maintain digitally enabled systems and processes that support the effective management, sharing, and utilization of institutional knowledge. Enhance access to critical information, foster a culture of knowledge sharing, and ensure knowledge resources align with organizational priorities.

Workforce Coordination: Analyze workforce data, forecast staffing needs, and develop strategic plans to optimize resource allocation across the organization. Collaborate with HR, finance, and leadership to align staffing strategies with business goals while promoting efficiency, cost-effectiveness, and employee engagement.

Whether optimizing labor strategies or enhancing institutional knowledge systems, this position plays a key role in delivering timely, accessible information that improves decision-making and elevates overall performance.


What You'll Do

Knowledge Management Focus:

  • Design and launch a scalable knowledge management framework aligned with strategic priorities in support of high-quality, efficient proposals and project delivery. Drive the prioritization, development and rollout of knowledge management tools, processes, and governance structures.
  • Develop a knowledge capture and curation process for RTI past performance, staff expertise, project management plans, lessons learned, standard operating procedures, etc. Organize and maintain centralized repository platforms, leveraging digital tools and automation to minimize level of effort of various collaborators. Monitor and report on knowledge management metrics and KPIs.
  • Maintain informational accuracy, relevance, and compliance with organizational standards. Establish review cycles to ensure knowledge assets stay current. Monitor and retire outdated or duplicate content.
  • Collaborate with leadership and subject matter experts to ensure that valuable insights and expertise are captured, shared, and utilized effectively across the organization.

Workforce Coordination Focus:

  • Contribute to the development of a RTI-wide labor planning solution, leveraging the benefits of several internal tools to provide transparency into labor forecasts (skills, experience, availability, cost, etc.).
  • Align technical talent with proposal and project needs to address cross-disciplinary resourcing demands while maintaining workforce flexibility.
  • Provide proactive labor insights, analytics and leadership for informed decision-making on resource allocation in support of financial performance and delivery goals; monitor and report on workforce metrics and KPIs.
  • Identify skill gaps and capacity risks to support proactive hiring and training decisions.

Combined Focus:

  • Promote the integration, adoption, long-term use, and maintenance of knowledge management and labor planning tools, processes, and governance structures to empower staff to easily access RTI's collective expertise.
  • Identify and implement continual improvements of knowledge management and labor planning processes and systems through automation and process enhancement.
  • Provide training and guidance related to knowledge management and labor planning processes.
  • Onboard new specialists to the team as needed.
  • Generate ad hoc reports and analyses as requested.

What You'll Need

Leadership:

  • Independently proficient at business navigation, understanding inter-dependencies & knowing when to engage others; able to effectively prioritize workload, self-manage and complete tasks to best meet stakeholder's needs.
  • Strategic partner to the leadership team, consulted on labor scenarios and impacts to the business (for Workforce focus)
  • Strong representative on cross-institute initiatives demonstrating problem solving, collaboration and innovation capabilities
  • Leadership within the team, seeks out challenging opportunities, identifies and implements process improvement opportunities with little oversight

Technical:

  • Identify and monitor appropriate metrics, key performance indicators and associated drivers
  • Strong analytical and problem-solving skills
  • Ability to translate data/ideas into actionable insights
  • Familiarity with knowledge management platforms and AI tools (for Knowledge focus)
  • Experience organizing and tagging information logically for easy retrieval and understanding (for Knowledge focus)
  • Experience leveraging AI, chatbots, or workflows to surface knowledge automatically (for Knowledge focus)
  • Advanced knowledge of Microsoft Excel and other data analysis/visualization tools (i.e., Oracle, Power BI, etc.)
  • Understands relationship between technology and process

Communication:

  • Demonstrate high level negotiation and persuasion skills - influence without authority; adjusts style based on audience
  • Builds trust and engagement, facilitates collaboration, and encourages knowledge sharing behaviors
  • Ability to deliver results concisely and effectively to business leaders

Education:

  • Bachelor's Degree and 8 years of relevant experience or equivalent experience. Equivalent experience includes a Master's degree and 6 years of experience or a PhD and 1 years of experience.

The anticipated pay range for this role is listed below. Our pay ranges represent national averages and may vary by location as a geographic differential may be applied to some locations within the United States. RTI considers multiple factors when making an offer including, for example: established salary range, internal budget, business needs, and education and years of work experience possessed by the applicant. Further, salary is merely one element to our offer.
