Primary Purpose of Organizational Unit
As the largest unit on campus, the College of Arts and Sciences is the academic heart of the Carolina experience. The College consists of 43 academic departments and curricula and numerous programs, centers and institutes. It is home to more than 18,000 undergraduate students, including all of the University's first-year and second-year students. About 2,300 graduate students study and teach in the College.

Endorsed by the Board of Trustees on January 30, 2020, Carolina Next: Innovations for the Public Good, the strategic plan for the University includes Initiative 5, 'Promote Democracy.' Objective 5.2 is to 'work constructively across differences in society, starting by promoting respect and listening.' Here several strategic opportunities are listed to support the goal of building the capacity to engage constructively across differences with evidence, intellectual humility, and respect' - including to 'develop the Communication Beyond Carolina capacity requirements in the IDEAs in Action General education Curriculum' and 'conceptualize and develop the UNC Program for Public Discourse, emphasizing respectful dialogue in classes and public events.' Objective 5.3 calls for exploration of the relationship between 'humanity's highest purposes' and democratic life.

In 2019, UNC-CH formed the Program for Public Discourse ( PPD), recognizing that the complex nature of the pressing issues of our day require reasoned debate rooted in a strong foundation of basic knowledge and a spirit of open intellectual inquiry. In 2023, to fulfill the 'democratic competencies' goals of Carolina Next (5.2-3) and in light of increased pressures and challenges facing our democracy, the Board of Trustees identified the need for degree-oriented programs in the area of Civic Life and Leadership and resolved that the campus accelerate development of a School of Civic Life and Leadership. Subsequently an ad hoc faculty committee refined plans for an interdisciplinary, degree-granting unit within the College of Arts and Sciences. In September 2023, SCiLL was established by the Provost and an act of the North Carolina General Assembly. In October 2023, the inaugural faculty, representing Communication, English and Comparative Literature, History, Music, Philosophy, Physics and Astronomy, Political Science, and Psychology and Neuroscience Departments within the College, was appointed, and an interim Director and Dean named.
Position Summary
This position is a time-limited role and will continue as funding is secured.

The HR Director position is the lead position meeting the needs of the school as it relates to administering human resources functions. The position reports to the Associate Dean for Finance and Operations of the School of Civic Life and Leadership (SCiLL) and has regular interaction with the Senior Associate Deans, Assistant Deans, faculty, staff and other administrative offices within SCiLL, the College of Arts and Sciences and University Office of Human Resources.

This position provides consultation and guidance to school leadership, faculty and staff to manage the school to meet all human resource needs. This position acts as a liaison with the College of Arts and Sciences Business Office, University's Office of Human Resources ( OHR) and University Compliance Office ( UCO) in all areas of human resource management within the school. This is a position of trust that requires handling matters discreetly and professionally. There is a high level of transactions processed in the school that requires this position to work efficiently, effectively and with a high level of accuracy. Duties include, but not limited to, completing all tasks related to all EHRA and EHRA Non-Faculty permanent and temporary hires, funding swaps, Annual Raise Process ( ARP), reappointments, end of appointments, all paid and unpaid leave of absences, benefits, recruitments, managing the appointment promotion and tenure ( APT) and post-tenure review processes for faculty positions. Additionally, this position oversees SHRA permanent and temporary positions, TA/RA/GA graduate student hires, temporary/intermittent temporary/student assistant hires, career banding, time management system ( TIM), leave, and benefits.

This position partners with the leadership team to understand and execute the department's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning. The HR Director will provide support and guidance when complex, specialized, and sensitive questions and issues arise related to personnel performance, disciplinary or other employee relation matters. This position will manage the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified applicants and collaborates with leaders and faculty to understand skills and competencies required for openings. In addition, the HR Director will communicate regularly with an array of positions within the department to coordinate payroll efforts for Faculty, Staff and Postdoc positions to secure funding, timelines and paperwork needed to recruit, hire and separate employees.

This position will regularly assess the department's human resources unit and seek changes with support and buy-in for the improvement of the department's HR related goals, objectives and systems. The HR Director will maintain compliance with federal, state, and local employment laws and regulations and maintain knowledge of trends, recommend best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. This position will regularly use tools such as ConnectCarolina, PeopleAdmin, LawLogix I-9 system and InfoPorte to implement actions, answer inquiries and proactively address potential HR payroll issues.
Minimum Education and Experience Requirements
Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

  • The successful candidate must be resourceful and demonstrate strong knowledge and understanding of governing policies for each employee category.
  • The successful candidate must be comfortable receiving multiple requests with competing deadlines and able to prioritize for completion with a prominent level of independence and accountability.
  • The position serves as an integral member of the departmental staff team, and therefore, the successful candidate must have a strong commitment to teamwork, information sharing and collaboration.
  • Must have a passion for, and commitment to, providing exceptional customer service, strong attention to detail; the ability to assess and meet the needs of customers; strong problem solving and analytical skills.
  • Ability to explain to others detailed and technical information, guidelines, rules, and regulations.
  • Working knowledge of MS Office, specifically word and excel.
  • The candidate must have the ability to act with a sense of urgency, have quick turnaround and response times, and take ownership of the HR professional role.
  • The successful candidate will show initiative for learning and recognize needed changes for improvement.

Preferred Qualifications, Competencies, and Experience

  • Demonstrated human resources experience.
  • HR professional certifications (PHR/SPHR, SHRM-CP/SCP, etc.) preferred
  • Knowledge of PeopleSoft and Infoporte.
  • Thorough knowledge of UNC Policies and Procedures for both SHRA and EHRA positions.
  • Experience in the higher education setting.
  • Experience handling the management and submission of visas (H1B, J1, etc.).

Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
