CTI and Associates, Inc. (CTI) provides geotechnical, environmental, and construction management services to federal, state, municipal, and commercial clients nationwide. We are seeking an experienced Senior Construction Quality Assurance (CQA) Manager to be part of our Indianapolis-based construction quality assurance operations for large-scale environmental and solid waste infrastructure projects.

Job Description:

The Senior CQA Manager will oversee and manage field construction quality assurance activities across multiple landfills, CCR (Coal Combustion Residual), and environmental remediation sites. This role combines technical expertise, field leadership, and program management to ensure project success and compliance with design specifications, regulatory requirements, and CTI's internal quality and safety standards.

The successful candidate will lead a team of field engineers, CQA technicians, and subcontractors, working in close coordination with CTI's engineering staff, clients, and regulatory agencies. This is a senior leadership role reporting to the Indianapolis Office Manager and supporting the firm's regional growth in construction and CQA services.

Other responsibilities include:

  • Manage and provide technical oversight for multiple CQA and construction monitoring projects concurrently.
  • Ensure that all CQA activities comply with project plans, specifications, and applicable regulations.
  • Serve as Engineer's representative for construction quality management on major landfill and CCR construction projects.
  • Maintain high standards of safety, quality, and documentation across all field operations.
  • Lead, mentor, and train field engineers and technicians; provide daily direction and technical guidance.
  • Coordinate staffing, schedules, and equipment resources for ongoing projects.
  • Review and approve daily field reports, photo logs, and CQA documentation.
  • Support project budgeting, cost tracking, and financial performance metrics.
  • Act as primary point of contact with client construction managers, contractors, and regulatory inspectors.
  • Participate in pre-construction meetings, progress meetings, and CQA certification reviews.
  • Support the preparation and submitting CQA reports and certification packages to state agencies.
  • Provide technical expertise during design reviews and construction troubleshooting.
  • Support the growth of CTI's Indianapolis construction and CQA practice, including staff recruitment and training.
  • Assist with proposal preparation, budget estimates, and business development opportunities in coordination with senior leadership.

Qualifications include:

  • Bachelor's degree in civil, Environmental, Geotechnical Engineering or related field.
  • 15+ years of relevant experience in construction quality assurance, field engineering, and construction management for environmental or solid waste projects.
  • Proven track record of managing large-scale landfill or CCR construction projects.
  • Strong leadership, organizational, and communication skills.
  • Proficiency with Microsoft Office, AutoCAD Civil 3D (preferred), and construction QA documentation systems.
  • Familiarity with geosynthetic materials, soil compaction testing, and field instrumentation monitoring.
  • Working knowledge of safety standards and OSHA requirements.

Additional Requirements:

  • Must possess a valid driver's license.
  • Must pass pre-employment drug screening.
  • Must be able to navigate active construction sites and lift up to 40 pounds.
