Job Summary

This position operates within Business Services and serves as a designated subject matter expert, providing advanced financial monitoring, analysis, and support to the college campus. Key responsibilities include overseeing procurement approvals, contract management, reconciling and reporting grant expenditures, ensuring compliance with fiscal regulations, and approving professional growth and grant-related travel. The role also encompasses accounts payable, financial reporting, budgeting and auditing of financial information systems.

The Fiscal Analyst Senior regularly leads project teams and may supervise exempt and non-exempt staff. The position requires independent judgment and the ability to manage complex financial analyses and issues with a high degree of discretion, tact, and initiative. A strong attention to detail and thorough knowledge of fiscal policies and procedures are essential to ensure regulatory compliance and accurate financial operations.

Essential Functions

20% - Plans, organizes, assigns, leads and reviews the work and day-to-day activities of staff and/or assigned unit.

20% - Handles complex financial analysis and makes recommendations on accounting corrections/adjustments within the enterprise financial analysis; Serves as a subject matter expert on purchasing policy, travel policy/regulations, contract management, accounts payable invoice workflow, and approval

20% - Responds to inquiries and provides technical and analytical support using Microsoft Excel, Word, fiscal queries/reporting, and professional communication platforms. Researches, interprets, and advises on related fiscal policies, procedures, and regulations, authors documents and makes presentations, reviews processes and reporting for compliance with fiscal, budgetary, or internal controls and procedures, and makes recommendations for improvements

20% - Conducts compliance and quality control checks for purchasing and ProCard transactions; verifies documentation, tax coding, and chart field accuracy; performs audits; monitors expenses consistent with District policies

10% - Plans, coordinates, and conducts one-on-one and group training/workshops and makes presentations on a variety of fiscal-related topics

10% - Other duties as assigned to include, but not limited to, completing journal entries, monitoring task performance, and allocations for month-end close and year-end close

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or directly related field and four (4) years of experience providing advanced professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Four (4) years of experience with principles and practices of fiscal operations in higher education, non-profit, or governmental environment

B. Four (4) years of experience with web financial software systems such as PeopleSoft Financial Management System (FMS), including reporting, purchasing, travel, and procurement card

C. Four (4) years of experience in accounting for restricted funds, including interpreting regulations, laws, and guidelines

D. Four (4) years of experience with contract management systems, contract laws and procurement practices

E. Four (4) years of experience working with fiscal reconciliation and auditing

F. Advanced-level experience using software applications such as Microsoft Word/Google Docs, Excel/Google Sheets, and Microsoft PowerPoint/Google Slides

G. Experience creating and presenting to and/or training others on fiscal policies and procedures
