Overview:
As a member of our team, you will be responsible for managing the full lifecycle of direct-to-Government proposal responses, ensuring timely and compliant submission for Marotta's Naval Systems Business Unit. The Contracts Administrator's responsibilities also include creating, revising, reviewing, negotiating, and overseeing company held contracts while serving as the primary interface with our Government customers in conformance with FAR/DFAR, company objectives, and state and federal law.
Minimum Required Qualifications:
- Bachelor's degree in finance, accounting, or business administration.
- 0-3 years of experience with contract administration, negotiations, and/or proposal preparation.
- Experience with various contract types, including firm-fixed-price (FFP), time and material (T&M), cost reimbursable (Cost-Plus), blanket purchase agreements (BPAs), long-term agreements (LTAs), and Indefinite Delivery/Indefinite Quantity (IDIQs) preferred.
- Knowledge of federal acquisition regulation (FAR) and agency supplements (DFARS) preferred.
- Knowledge of ITAR/EAR regulations.
- Ability to establish and maintain relationships with internal and external customers.
- Must be able to function in a fast-paced, team-focused environment.
- Ability to obtain Secret clearance.
- Excellent verbal and written communication skills are required.
- Must be a US Citizen.
Essential or Primary / Key Responsibilities:
- Prepare quotes and proposals in response to customer RFx's, supporting other Contracts Administrators as needed.
- In conjunction with other team members, perform analytics on Gov't aftermarket efforts and determine areas for improvement
- Analyzes and evaluates RFx's and ensures responsive bids are prepared in accordance with the RFx.
- Coordinating with other company functions as required to schedule appropriate reviews of the RFx and other relevant documents, and ensure reviews are conducted and completed prior to obtaining all required approval signatures before a bid can be submitted.
- Adheres to contract policies, procedures, methods, operating practices, and performance standards for areas of responsibility.
- Serves as a liaison with the Program Management Office (PMO), Business Development (BD), other functional managers, and customers regarding contracting issues.
- Review prime contract and subcontractor flow down documents to ensure compliance with prime contract requirements and to minimize company liability.
- Responsible for sales order entry and review, ensuring its compliance to the customer purchase order requirements.
- Assist in negotiation, execution, and management of contracts.
- Perform all aspects of assigned contracts or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, contractual due dates and delivery schedules, legal requirements, and other commitments.
- Review purchase orders against submitted quotes and proposals for compliance.
- Assist in ensuring contract acquisition and fulfillment in accordance with company polices, legal requirements, customer specifications, FAR and DFAR.
- Can use cost/price principles and business objectives to drive actions and pricing strategies.
- Possess the ability to manage small to standard-sized projects.
- Can contribute to business operations strategies.
Work Environment:
- While performing the duties of this job, the employee is regularly required to see, talk and hear.
- The employee is frequently required to reach with hands and arms, and to use hands to finger, handle or feel.
- The employee is frequently required to sit at length, stand, walk, and move about the facility.
- The employee may be required to lift and/or move items weighing up to 20 pounds.
This position is at our Parsippany, NJ corporate office's location.
