The Disaster Case Manager works directly with survivors of disasters to assess needs, develop individualized recovery plans, and connect them with resources that support long-term recovery. Serving as the primary point of contact, the Case Manager advocates on behalf of survivors, provides referrals, and monitors progress toward recovery goals. This role ensures survivors receive consistent, compassionate, and effective support while navigating complex recovery systems.

Compensation & Benefits:

Estimated Starting Salary Range for Disaster Case Manager: Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Disaster Case Manager Responsibilities Include:

  • Conduct comprehensive needs assessments with survivors to identify immediate and long-term recovery requirements.
  • Develop individualized recovery plans tailored to each survivor's circumstances.
  • Provide referrals to community resources, government programs, and nonprofit services.
  • Advocate for survivors to ensure equitable access to available resources and services.
  • Monitor and track progress toward recovery goals, adjusting plans as needed.
  • Maintain accurate case documentation and data entry in compliance with program requirements.
  • Serve as the primary point of contact for survivors, ensuring consistent communication and support throughout recovery.
  • Collaborate with community partners, FEMA, NCEM, and other stakeholders to streamline service delivery.
  • Uphold confidentiality and privacy standards while handling sensitive survivor information.
  • Performs other job-related duties as assigned

Disaster Case Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in Social Work, Psychology, Human Services, or related field.
  • Associate's degree with relevant experience may be considered.
  • 2-3 years of experience in case management, human services, or disaster recovery. Certifications (Recommended)
    • Case Management Certification (CCM).
    • FEMA IS-series courses: IS-288 (The Role of Voluntary Agencies in Emergency Management) and IS-700 (National Incident Management System).
  • Knowledge of disaster recovery processes and available resources.
  • Strong interpersonal and communication skills to build trust with survivors.
  • Ability to manage multiple cases effectively while meeting program requirements.
  • Proficiency in case management systems and Microsoft Office Suite.
  • Strong problem-solving, advocacy, and organizational skills.
  • Commitment to cultural competence, empathy, and survivor-centered practices.
  • Must pass pre-employment qualifications of Cherokee Federal

The Case Manager must meet all North Carolina Emergency Management (NCEM) and Department of Public Safety (DPS) personnel requirements to be eligible for assignment under this contract.

Background Investigation: Candidate must successfully complete a criminal background check prior to hire.

Disclosures: Candidate must not have any felony convictions or convictions involving fraud, misappropriation, deception, or moral turpitude. Any regulatory sanctions, pending investigations, or civil litigation within the last three years must be disclosed as part of the vetting process.
