Title: Housing Stabilization Supervisor (FT) Division: Permanent Supportive Housing OT Status: Exempt Reports to: Director of Supportive Services Revision date: New 8/14/25 Management Level / Supervises: Manager / Housing Stabilization Specialist Job Classification: 2 - Professional Job Family Group: Clinical/ Service Coordination PURPOSE According to prescribed policies and procedures of the organization including all applicable state, federal and accreditation regulations and reporting to the Director of Supportive Services, the Housing Stabilization Supervisor is a role that combines leadership responsibilities with direct client interaction, focusing on helping individuals and families secure and maintain stable housing. This position involves not only providing direct services to clients but also supervising and supporting a team of Housing Stabilization Specialists. Working as part of a multidisciplinary team, and referral-based caseload management, the Housing Stabilization Specialist Team Lead uses a strengths-based and trauma-informed approach to address tenancy-related barriers and promote long-term housing success. ESSENTIAL FUNCTIONS Client Support:
- Assessing tenant needs and developing a comprehensive understanding of each resident's unique situation by connecting them with resources to address barriers to housing stability
- Provide individualized support to residents struggling with lease compliance, including late rent, hoarding/clutter, unauthorized guests, or disruptive behaviors.
- Coach and assist residents with developing and maintaining housekeeping routines, including cleaning, organizing, trash disposal, and basic home safety.
- Collaborate with residents and staff to develop and implement Housing Retention Plans, including Behavioral Agreements, Housekeeping Checklists, and Payment Plans.
- Conduct routine in-unit wellness visits and inspections to assess tenancy health and reinforce housing expectations.
- Offer hands-on support with life skills that promote successful tenancy (e.g., budgeting, paying rent online, neighbor relations, understanding lease terms).
- Use motivational interviewing and harm reduction techniques to engage residents in addressing behaviors that may jeopardize housing.
- Provide education about tenant rights and responsibilities under Fair Housing and lease agreements
- Identifying and cultivating relationships with community resources, and other stakeholders to expand support services for clients.
Team Support and Development:
- Supervise and evaluate direct reports in accordance with agency policies and procedures.
- Provides guidance, and Clear Pathe training orientation, and support to a team of Housing Stabilization Specialists, including caseload management, performance monitoring, and ensuring adherence to agency policy and procedures.
- Coordinate and communicate regularly with Case Managers, Clinical staff, and external partners to ensure cohesive support for residents.
- Participate in staff meetings, blended management meetings, case conferencing, and professional development training
- Contribute to a team culture grounded in trauma-informed care, equity, and Housing First principles.
- Coordinate training for staff with contracted specialists in various fields, such as hoarding behavior, and substance use disorder management to provide in-depth knowledge to staff members.
Collaboration with Property Management
- Serve as a liaison between residents and property management to resolve tenancy concerns and mediate conflicts for identified residents.
- Attend move-in orientations, lease reviews, and tenant meetings as needed.
- Participate in eviction prevention meetings; and coordinate interventions in response to lease violations or complaints. Work with select residents to develop Housing Retention plans and support residents in following the plan(s).
Documentation & Reporting
- Maintain timely and accurate case notes, home visit logs, retention plans, and other tenancy-related records in accordance with agency and funder requirements.
- Track outcomes related to housing stability, compliance improvement, and service engagement.
- Support the PSH team with tracking and reporting on eviction prevention efforts and housing retention metrics.
- Provide data for and support for grant reporting

Reports all complaints made by residents/clients and/or families to the appropriate supervisors, reports all allegations of abuse, misappropriation of funds/resident property and/or any other corporate compliance, drug free workplace, safe work practices, all federal, state and local regulations and laws.
- Completes all annual education requirements timely, including but not limited to Compliance, Privacy, Security and HIPAA training and exhibits behavior as set forth by the Code of Conduct in the performance of their duties.

JOB SPECIFICATION SHEET- Housing Stabilization Specialist
Education: Associate's degree in human services or related field required. Experience: Minimum of 3-5 years' experience working with individuals experiencing homelessness, mental illness, or substance use. Experience with harm reduction, hoarding/clutter interventions, or behavioral agreements. Knowledge of Fair Housing, lease compliance, and eviction prevention practices. Mental: Must have excellent communication, comprehension, and interpersonal skills. Must have the ability to speak, read, write and understand English, as well as the ability to make self-understood. Skills:Strong interpersonal skills and comfort working in clients' homes and diverse housing environments. Ability to supervise and manage others. Ability to motivate, guide, and support a team, foster a positive and collaborative work environment. Ability to set boundaries while building trusting relationships. Ability to empathize with clients, manage challenging behaviors, and maintain a professional demeanor. Ability to analyze complex situations, identify solutions, and make sound decisions, in high pressure situations. Ability to manage a caseload, prioritize tasks, and maintain accurate records. Basic computer proficiency (e.g., case notes, email, data entry). Bilingual (Spanish, ASL, or other relevant languages) preferred. Travel: Travel up to 50%. Must have a Valid driver's license and access to reliable transportation. Licensure: Chemical Dependency licensure is a plus. Vision: Normal: Consistent with standard workflow.
