Manage the preparation, implementation and administration of Omnitrans' annual operating and capital budgets. Also, work with the development of short-range and long-range plans.
Prepare and analyze monthly budget and budget variance analysis and reports to communicate with senior management and internal and external partners.
Develop procedures and techniques for tracking agency-wide operational, administrative and financial performance.
Work with the Director of Finance to forecast all revenue/expenditure trends. Update all plans as necessary.
Manage all aspects of the grant management cycle including the initial set up within the accounting system, compliance, financial reporting and filings, reconciliations, requests for funds and amendments.
Monitor grant budgets and expenditures and work with Project Managers to ensure effective and accurate project management.
Maintain all grant documentation and files. Prepare all reporting documentation and reports for external reporting agencies.
Work with external grant/funding agencies to identify, receive and report funding sources.
Complete or assist on miscellaneous special projects as assigned, including but not limited to, year-end financial statements, year-end audit preparation, revenue/ridership reporting and certification of data and grant administration activities.
SUPERVISORY RESPONSIBILITIES
Ability to carry out supervisory responsibilities in accordance with the organization's policies, labor contracts and applicable laws. Responsibilities include interviewing, hiring recommendations and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A. or B.S) from a four-year college or university in accounting, finance, public administration or a related field and a minimum of six (6) years of progressively responsible experience in finance and/or grants management, preferably in public transit; or an equivalent combination of education and experience. Must be familiar with current business operating systems, software, and programs.
OTHER SKILLS AND ABILITIES
Ad hoc financial reporting and analysis as needed.
Ability to establish and maintain effective working relationships with a variety of individuals, departments, and outside agencies.
CPA License preferred.
Experience preparing and submitting a Budget Book to CSMFO for award preferred.
SAP experience preferred.
