and Reserve Affairs (M&RA) Support Services
to lead program efforts supporting the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (OASD M&RA). In this role, you'll help facilitate proactive support and strategic insight, enabling the customer to navigate emerging challenges with confidence and clarity.

Key Responsibilities:


  • Provide overall Program Management to enable the customer, the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (OASD M&RA), to foresee and address potential challenges in advance, ultimately protecting the organization from disruption.
  • Responsible for communicating with the Government and work closely with FINRED to understand its needs and preferences to ensure that financial literacy content is relevant and effective.
  • Responsible for gathering feedback and using it to inform the development of future content and future strategy.
  • Oversee development, communication, and direction of no cost financial counseling services for Service members and their spouses.
  • Plan, advise, and direct conduct continuing programmatic assessments to ensure policies and programs are operating as intended.
  • Develop, communicate, and direct actions to ensure military consumers receive the consumer protection afforded by Congress.
  • Manage communications and outreach to educate military members and families, other Federal departments and agencies, and interested non-federal parties.
  • Manage support to design, develop, and maintain Financial Readiness (FINRED) digital resources and social media, i.e., Office of Financial Readiness website.
  • Initiating, supervising, and/or developing requirements from a project's inception to conclusion for complex to extremely complex programs
  • Providing strategic advice, technical guidance and expertise to program and project staff
  • Providing detailed analysis, evaluation and recommendations for improvements,
  • optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.
  • Consult with clients to define need or problem supervises studies and leading surveys to collect and analyze data to provide advice and recommend solutions.


Basic Qualifications:


  • Bachelor's degree in a relevant field of study or a combination of associate's degrees and skills-based licenses and/or certifications.
  • 12 years' relevant experience including a history of managing multiple projects of ever-increasing mixture of size, technical difficulty, complexity of stakeholder relationships, and degrees of uncertainty. Advanced related degree may substitute for some experience.
  • Experience in DOD staff processes, protocol, and systems
  • Experience in providing contractor services to the US Federal Government


Preferred Skills:


  • Advanced degree in related field
  • Project Management Institute certification (PMP, PgMP, or PfMP)
  • Specific experience in one or more of the following:
    • Military Personnel Policy (MPP); Reserve Component Duty Status Report, INCAP Portal, Mobility, Functional Coding, Compensation
    • Civilian Personnel Policy (CPP) including Talent Management and DOD's Science, Technology, Engineering, and Math (STEM) Trusted Advisors program
    • Reserve Integration (RI) including Reserve Component Duty Status Report, JROC Support and administration
    • Financial Readiness (FINRED) including delivery of outreach, policy and program oversight
    • Military Community and Family Policy (MC&FP)
