Job Description:
- Knowledge of Virginia state code, DGS State Driver Policy, DMV policies, and motor carrier regulations relevant to enforcement and fleet operations.
- Excellent problem-solving and troubleshooting skills to diagnose and resolve complex technical issues effectively.
- Strong communication and collaboration skills, facilitating coordination with stakeholders, including law enforcement and other agencies.
- Skilled in data entry, analysis, and reporting using DMV systems, maintaining accurate records to inform management decisions and ensure compliance with regulatory standards.
- Capable of lifting and carrying up to 50 lbs. as required for field tasks.
- Accuracy in maintaining records and documentation, coupled with strong oral and written communication skills for reporting and compliance.
- Knowledge of vehicle fleet operations, including preventive maintenance, warranty management, and recall processes, with an understanding of DMV and state regulations.
- Familiarity with procurement principles, budget management, inventory tracking, and equipment procurement processes.
- Knowledge of safety protocols for vehicle operation, accident prevention, and proper equipment handling for effective risk management.
- Proficient organizational skills in time management to handle multiple priorities, such as scheduling, tracking, and record maintenance.
- Proficient with Microsoft Office Suite (Word, Excel, Outlook) and fleet management databases for data entry, reporting, and documentation.
- Strong customer service skills to address inquiries professionally and resolve issues effectively.
- Ability to work independently, demonstrating initiative and decision-making aligned with agency objectives.
- Capacity for coordination and collaboration with departments, including procurement and law enforcement, to ensure operational compliance.
- Competency in data analysis to evaluate reports, identify trends, and recommend fleet improvements and cost-saving measures.
- Strong understanding of regulatory compliance, interpreting and applying relevant state and federal regulations in fleet and equipment management.
- Familiarity with DMV policies and motor carrier regulations, particularly as they pertain to weigh stations and enforcement operations.
- Leadership and mentorship skills for supervisory roles, including training team members and promoting professional growth.
- Experience in participating in the DGS Accident Prevention Committee and developing fleet safety strategies and implement preventive measures.
- Experience in providing customer service in addressing fleet inquiries and coordinating maintenance within 24 hours to ensure efficient operations.
- Experience in working with compliance with fleet regulations, fuel tax reporting, and vehicle registration requirements for commercial vehicle operators.
- Experience in interpreting and applying motor carrier laws and regulations, including Virginia Motor Vehicle Code and federal vehicle safety standards.
- Experience in leading and coordinating with teams and stakeholders to ensure compliance with state and federal regulations in fleet operations.
Certifications:
- Virginia Contracting Associate (VCA).
- Virginia Contracting Officer (VCO).
Duties and Responsibilities:
- Oversee agency vehicle fleet operations, including reservations, short-term requests, and assignments.
- Informs DMV employees and DMVs contractors of vehicle policies such as regulations and vehicle usage.
- Track and coordinate preventive maintenance, warranty, recall, and registration renewals.
- Maintain accurate inventory and optimal condition of tools, equipment, and onboarding ID records for non-sworn officers.
Agency Transportation Liaison:
- Coordinate with DMV procurement, VSP, and local law enforcement for equipment upgrades and regulatory compliance.
- Serve as ATO (Agency Transportation Officer), coordinating with Virginia Library to ensure compliance with state codes and proper retention of accident records.
- Coordinate with DGS Accident Prevention Committee, VSP, Juvenile Justice, Department of Treasure to review monthly accidents.
UARC (Uniform Agency Requirement Committee):
- Serve as UARC for VSP to ensure portable radio kits and sirens are installed correctly.
- Maintains and purchases all Law Enforcement, Fuel Tax Enforcement and Motor Carrier vehicle equipment.
- Manage vehicle equipment and inventory.
- Responsible for outfitted vehicles assigned to the DMV Law Enforcement Division. This includes overseeing, updating and maintaining the vehicle database for LED. The equipment includes lights, radios, antennas and any equipment needed for their operations to function properly.
- Attend quarterly UARC meetings at the Virginia State Police Headquarters.
Administrative and Budgetary Duties:
- Maintain vehicle records, including additions, transfers, deletions, driver information, fuel card issuance, odometer readings, and repair/service data in DMV databases.
- Prepare and submit enforcement, compliance, and certification reports on time.
- Assist with mileage and certification reports for relevant authorities.
- Approve DMV reimbursements and manage fleet/IRS rate documentation; work with the Department of Accounts to ensure compliance and cost efficiency.
- Orders the radio kits and sirens for VSP vehicles and ensures they are kept safely.
