DUTIES AND RESPONSIBILITIES: * Conduct evidence-based assessments for Substance Use Disorders (SUD) using the TCU 5 assessment tool for client intake into DPH-funded detox and residential treatment beds at RWS and HLC. Ensure transitions between withdrawal management and treatment, including necessary referrals * Oversee counseling and client interaction notes in WellSky to meet treatment planning and state licensing requirements. * Facilitate psychoeducational groups and provide classroom-based instruction for clients participating in services at HLC as needed. * Train HLC counseling staff in MI and SMI curriculum, counseling, and management techniques. * Design, implement, and manage the recovery curriculum for Harbor Light Program and Recovery Wellness Services * Oversee weekly case conferences * Oversee the assessment process for all potential residents to ensure appropriate placement and service provision * Provide ongoing clinical case supervision and mentorship to all clinical program * Address grievances with the State of California Dept. of Healthcare Services * Ensure compliance with all local, state, and federal regulations * Oversee the implementation and coordination of public health programs in accordance with state and local regulations. * Monitor program performance and ensure compliance with public health standards and benchmarks. * Collaborate with community partners to identify needs, set priorities, and coordinate interventions. * Conduct comprehensive clinical assessments and diagnostic evaluations for clients entering substance use treatment. The Salvation Army Harbor Light Center * Conduct thorough biopsychosocial evaluations to determine the clinical needs of individuals entering the program. * Address and manage clients with co-occurring mental health and substance use disorders, ensuring integrated care approaches. Planning and Development: * Develop comprehensive public health plans that address emerging and existing health concerns. * Conduct community health assessments and utilize findings to guide strategic planning. * Maintain high standards according to the Agency's National Social Services Standards Administrative: * Maintain the policy and procedure manual for the Harbor Light Program * Assist with compliance attestations for privacy obligations, including HIPAA and Title 42 CFR Part 2. * Ensure compliance with federal, state, and local health regulations and mandates. * Maintain accurate records, prepare required documentation, and submit timely reports * Other related duties as required * Ensure all clinical practices comply with California Department of Health Care Services (DHCS) regulations and other relevant accrediting bodies. * Maintain accurate and timely clinical records in accordance with organizational policies and funding requirements. * Monitor and report on treatment outcomes, utilizing data to inform program improvements and client care strategies. * Ensure services are delivered in a culturally sensitive manner, respecting the diverse backgrounds and experiences of clients. EDUCATION AND EXPERIENCE: * Master's degree in social work, counseling or related field with Active LPHA licensure in CA (required) * Minimum of 5 years of experience in substance use disorder treatment, with a strong understanding of co-occurring disorders. * Certifications in substance use counseling (e.g., CADC) preferred. * CA driver's license (required) * Experience providing services to criminal justice-involved individuals (2 years preffered) * First Aid and CPR certification (within first fourteen days of employment - company provided) * Tuberculosis clearance (within first seven days of employment - company provided) * Experience and ability to work successfully with issues of substance abuse, mental illness, and other potential barriers to self-sufficiency * Proficiency in electronic health record systems, strong communication skills, and the ability to work collaboratively in a multidisciplinary team SKILLS AND ABILITIES: * Integrity to handle sensitive information in a confidential manner * Excellent organizational skills * Ability to multi-task * Ability to work with a highly diverse population PHYSICAL REQUIREMENTS: * Ability to lift up to 25 lbs.
