The hiring range for this role is: $172,326.41 - $282,228.46
This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate's position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.This job is also eligible for annual bonus incentive pay.

Job Description Summary:
This position exists to provide strategic and operational support to the Senior Vice President (SVP) of the Federal Employee Program (FEP), ensuring effective administration and regulatory compliance across FEP functions while maintaining a strong partnership with the Office of Personnel Management (OPM). Serving as a key advisor and behind-the-scenes leader, the role oversees administrative operations, budget planning, and organizational development initiatives, while also guiding policy implementation and stakeholder coordination. It requires a highly resourceful, emotionally intelligent, and analytically skilled professional capable of navigating complex challenges, aligning cross-functional efforts, and enabling the SVP's strategic priorities through proactive issue management and collaborative leadership.
Responsibilities include but are not limited to:
- Governance and Operational Coordination: 40%
- Lead governance planning and execution, including committee agenda development, stakeholder collaboration, and procedural improvements.
- Coordinate internal meetings, events, and communications to ensure alignment with FEP's mission and promote organizational cohesion.
- Executive and Strategic Leadership Support: 25%
- Provide high-level support to executive leadership through strategic planning, meeting coordination, performance tracking, and confidential task management.
- Drive the development of strategic initiatives and essential documents aligned with the Association's business objectives and the Federal Employee Program (FEP).
- Government and Stakeholder Engagement: 25%
- Serve as the primary liaison with government agencies, including OPM and Congressional staff, ensuring timely and effective communication and coordination.
- Oversee contract-related activities, regulatory compliance, and service charge management, maintaining strong relationships with key external stakeholders.
- Team Leadership and Performance Management: 10%
- Lead and manage a team with the aim of driving effective performance management, fostering professional growth, and creating a positive and inclusive work environment.
- This role is dedicated to utilizing strong leadership and communication skills to motivate and inspire team members, ensuring they are aligned with and committed to achieving the organization's goals.
Required Education, Certifications and Experience:
Education:
- Preferred Bachelor's Degree or equivalent work experience
Experience:
- 12+ Years progressive experience working in a corporate communications/planning function Required

- Strategic leadership abilities to work across diverse business functions-within and across FEP-building strong and productive relationships to achieve desired outcomes
- Exceptional project management skills for the effective deployment of resources and achievement of multiple projects in a cross-functional environment

- This is a highly strategic, collaborative and facilitative role that requires a combination of focus and flexibility, as well as active, behind-the-scenes leadership.
- As the SVP's trusted counsel, the role requires a highly- resourceful and organized individual with emotional intelligence, self-motivation, resilience, and Advanced analytical and communication skills.
- The leader plans and directs all administrative, financial, and operational activities for the SVP across FEP.
- Responsible for oversight of the FEP budget at the portfolio level, in partnership with the Association finance team.
- Works with other stakeholders to prepare the annual budget, provide periodic forecasts and monitor variances.
- Develops and executes an organizational development and engagement strategy that's aligned to BCBSA and CM/EDS priorities.
- Proactively identifies issues that could impact the successful execution of the SVP's commitments by elevating issues about which the SVP should be aware, and will require focusing on the underlying interests of the parties working with the SVP, to creating alternative means of handling pressing issues.
