Responsibilities:

  • Actively manage system operations and any activities related to ensuring operation of the system and delivery of system and management reporting for system performance and task activities. Risk, issue, and other reporting will be tracked in PBGC's P3M Project Management Tool (based on Project Online). P3M will be updated at a minimum weekly.
  • Change Management - prepare FMS system-related change requests (including a level of effort (LOE) and the impact) for CCB review and consideration, and capture CCB deliberations and decisions for FMS systems related change requests via meeting minutes.
  • Release/CPI Management - There are two main objectives relating to CPI. The first is establishing a well-planned release process that results in efficient use of releases. It is not anticipated that there will be a significant number of releases due to the stability of the systems. The second objective is meeting PBGC's very detailed release/change management process. This process details all the steps required to introduce changes into the production environment. The PM with support from the Technical Lead is responsible for managing this process and interacting with appropriate stakeholders to ensure successful releases.
  • Demand and Backlog Management - As part of FMS system support, a log of PBIs / stories will be generated. The objective is to continue to maintain and groom this backlog of proposed system changes to provide an understanding of the LOE to accomplish the work through a detailed understanding of the request. This will be managed using Azure Boards. At a minimum there will be quarterly reviews of this backlog with the business area.
  • Configuration Management. Versioning is stored in a code repository, Microsoft Azure Repos.
  • Risk Management
    • Conduct an initial risk assessment for the FMS systems
    • Update the FMS Risk Management Plans per system with the assessment finding, risk identification, quantification, and ranking of all identified risks and a strategy for avoidance or mitigation of each risk.
    • Keep risk registers updated in P3M on a weekly basis, reporting any changes to the risk profile to the COR as soon as identified and reporting on risk monthly at system IPT and FMS Program Management Review.
  • Issue Management. The PM will document all issues and concerns that arise during the execution of this order. The PM will identify a method to identify the issues, propose resolutions, estimate a timeframe for issue resolution, track the status of issues (by project phase and by business area) through closure, and report their status during weekly IPT meetings, as part of the Status Reports.   • Status Reporting. The PM will provide a monthly Program Management Review (PMR) and update leadership on the contract status.
  • Attend weekly IPT status meetings to review, communicate, and coordinate the system's operational status.
  • Deliver a project management plan that outlines how we will deliver on scope, schedule, budget, and quality.
Qualifications
  • PMP certification required
  • Demonstrated experience managing Agile Scrum programs
  • 5+ years demonstrated experience managing highly complex and high-visible IT projects relating to financial management system implementations and upgrades across the entire software development lifecycle.
  • 5+ years demonstrated experience supporting IT system operations and managing IT software development projects using multiple methodologies, including, specifically, experience managing IT software development projects using an Agile methodology.
  • Technical understanding and experience with the technologies identified supporting the Oracle eBusiness Suite and related FMS systems.
  • Technical understanding and experience with the Azure Dev Ops toolset
  • Demonstrated written and verbal communication skills, including experience in presenting material to senior Government officials.
