Overview

The Project Construction Specialist plays a critical role in ensuring the successful execution of construction projects by leveraging extensive field experience across all construction disciplines. This position is responsible for developing detailed bid packages, refining work methods, and producing clear, standards-compliant specifications and documentation. With a strong emphasis on practical, site-based knowledge, the specialist ensures that all construction activities are feasible, efficient, and aligned with safety and environmental regulations. The role requires close coordination with various departments to maintain open lines of communication, ensuring that projects are completed on time and within budget. By actively supporting both departmental and user-driven priorities, the Project Construction Specialist helps drive operational excellence and project success from planning through execution.

Responsibilities

Core Responsibilities
  • ENVIRONMENTAL COMPLIANCE: Perform all work in a professional manner that aligns with company policies and governing agency regulations, ensuring the highest standards of environmental protection and control.
  • FIELD QA: Ensure construction quality by conducting spot checks on projects and verifying adherence to specifications and standards.
  • PROCUREMENTt: Initiate the contractor selection process by preparing requisitions and special conditions, coordinating site visits and pre-award meetings, and documenting all proceedings.
  • MONITORING: Track project timelines and contract costs, reviewing accruals and current work estimates to maintain budgetary control.
  • PROJECT SUPPORT: Provide field and administrative support for capital and other construction projects executed by contract forces across all company locations.
  • BID REVIEW: Evaluate project appropriation requests, cost estimates, and schedules; recommend potential bidders and ensure bid clarifications are communicated to all parties.
  • CONSTRUCTIBILITY REVIEW: Review scoping documents, specifications, and drawings to ensure clarity, feasibility, and alignment with cost and scheduling goals, while serving as a liaison among departments.
  • CLAIMS AND NEGOTIATIONS: Assess contractor claims and change orders, provide field support, and participate in negotiations as requested by the Construction Manager.
  • PROJECT REPORTING: Assist the Construction Manager in reporting significant project activities and support the evaluation and implementation of audit recommendations.
  • LEADERSHIP: Act as a subject matter expert on construction procedures, contribute to process improvement initiatives, and promote a culture of safety, diversity, operational excellence, and customer satisfaction.

Qualifications

Required Education/Experience
  • Bachelor's Degree and five (5) years of field construction work experience or
  • Associate's Degree and seven (7) years of field construction work experience or
  • High School Diploma/GED and nine (9) years of construction field work experience
Relevant Work Experience
  • Depending on education. 5-9 years of construction field experience Required
  • Experience in the review and implementation of contract specifications, drawings, scheduling and planning Required
  • Strong background in Construction Management Required
  • Experience and knowledge in Construction specifications and procedures Required
  • Knowledge and experience in environmental work, asbestos lead, PBC Soil remediation etc Required
  • Experience as a manager or supervisor Required
  • Experience in Gas Construction and or operations Preferred
  • Working knowledge of construction operations software/applications Preferred
Skills and Abilities
  • Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
  • Effective leadership skills

  • Strong written and verbal communication skills
  • Project Demonstrated project management skills
Licenses and Certifications
  • Driver's License Required
Physical Demands
  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
