DESCRIPTION OF WORK

In this position, you will oversee the functional responsibilities of Project Supervisors, Civil Engineers, Draftsman Designers, and other temporary staff as assigned. This includes managing leave requests, time tracking, and expense approvals, as well as conducting Employee Performance Evaluations. You will be tasked with developing comprehensive design packages for one or more complex or moderately complex in-house design projects. Coordination with various Department Units-such as Utilities, Right-of-Way, Traffic, and Bridge-as well as external agencies, legislators, public officials, and the community will be essential to ensure adherence to the established letting schedule. Additionally, you will be responsible for obtaining necessary approvals and clearances, monitoring project costs throughout all phases, and preparing and processing reports and documents to adjust project funding as needed. You will guide your team in creating complete design packages for moderately complex or simpler in-house projects, conduct preliminary plan reviews to verify compliance with current design criteria, and ensure that design packages are both complete and accurate. Furthermore, you will coordinate design plans for one or more Local Match projects, providing support to local engineers to meet the established letting schedule, and perform final plan reviews to confirm compliance with design standards. Your role will also involve representing the Plans Engineer at public meetings, field views, court proceedings, and other necessary functions. Participation in the District Safety Review Committee for assigned projects will require you to organize and moderate Safety Review Team meetings, as well as prepare and submit the Safety Review Team Comment Letter to the Safety Review Committee Chairman upon completion of the assigned review. Lastly, you will manage small civil engineering and bridge projects, overseeing scheduling, activity sequencing, and advancing critical path activities while ensuring effective coordination with both internal and external project stakeholders. You will also be responsible for preparing project communications, which may include written, verbal, and video content, to facilitate effective communication throughout the project lifecycle.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in King of Prussia.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

Special Requirements:

  • This position requires possession of a valid driver's license.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
