Job Title: Azure DevOps Engineer, Senior

Job Summary: LCG Inc. is seeking a Senior Manager, Project Management Office (PMO) to lead the daily operations of our PMO, ensuring consistency in project execution across federal IT contracts. This individual will implement standardized project management methodologies, support organizational certification efforts (ISO/CMMI), and collaborate with cross-functional teams to align project execution with operational and compliance goals.

The ideal candidate brings deep federal IT program management experience, a strong grasp of quality standards, and the leadership needed to manage project transitions, reporting, and performance tracking. This role is supervisory and may oversee a portfolio of programs and project managers.

Key Responsibilities

PMO Operations and Governance



  • Maintain and enhance PMO tools, templates, and practices aligned with PMI, ISO, and CMMI standards.
  • Monitor governance adherence and recommend improvements to enhance efficiency and delivery quality.
  • Track and report project KPIs, including timelines, resource usage, and performance.


Support for ISO and CMMI Certification



  • Partner with HR on staffing and onboarding for projects.
  • Work with Contracts and Finance to ensure compliance, deliverables, and financial tracking.
  • Coordinate with IT on project systems access and tools.
  • Provide delivery insights to Business Development and Proposal teams during pre-award phases.


Transition Management



  • Plan and execute project transitions for new awards and recompetes.
  • Coordinate onboarding, knowledge transfer, and readiness activities.
  • Track transition risks and escalate issues as needed.


Program/Portfolio Oversight (As Assigned)



  • Lead assigned federal IT programs to meet contractual, budgetary, and performance goals.
  • Address delivery risks and align activities with strategic objectives.


Supervisory Responsibilities



  • Manage and mentor PMO staff and project managers.
  • Ensure alignment with project goals and contribute to staff development planning.


Qualifications



  • Bachelor's degree in Business, IT, Engineering, or related field.
  • 7+ years in project or program management within federal IT contracting.
  • 2+ years in PMO operations or supervisory roles.
  • Experience supporting federal contract transitions.
  • Familiarity with ISO and/or CMMI quality frameworks.
  • PMP certification required.


Preferred



  • Master's degree in Business/Public Administration or related field.
  • Experience with HHS, NIH, CMS, or federal civilian agencies.
  • Knowledge of federal procurement methods (IDIQ, T&M, FFP).
  • Experience with tools such as SharePoint, MS Project, Azure DevOps, or ServiceNow.


Compensation and Benefits

The projected compensation range for this position is $160,000 to $190,000 per year benchmarked in the Washington, D.C. metropolitan area. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
